When a population exceeds carrying capacity, we have die off..
Water is a critical limiting factor,

For life and business.
No business needing water would be In their right mind if they moved to el paso,
desert and dustbowl.

As el paso squanders desert land converting it to homes, each roof acts as another water runoff mechanism, just like paving. Parking lots.... All prohibit water entering the water table..

It all accelerates the flooding so fondly remembered..

To stop the flooding, this runaway urban sprawl needed to have stopped decades ago.

THAT is being green....

John's an imbecile. Yeah Cook, your prayers were the reason for the 2006 flood. What a joke of a mayor. If it were Obama who had said lets pray for rain, John would've been on his knees that same instant.

i'm farther south (in northern Mexico) and as of this season it hasn't rained either so it's about time we get some decent downpurs and end this horrible heat once and for all

Mayor Cook please stop mocking Governor Perry. He does believe in and has faith in God. By this news report it seems you are just mocking Perry and most of all God Himself. Mayor Cook PLEASE do All EL Paso a huge favor and do not I repeat do not run for mayor. You have raised the prices for people who ride the bus, a quarter here ten cents over there. You are just looking after your own self interest. Again I say do El Paso a favor and Do Not run for Mayor.
