ThomasA - the sources that I was speaking of are new sources of electricity. OG&E has not built a new fossil fuel plant since the 70s. Nearly all of their production budget has gone to wind energy, which does not replace fossil fuel plants - because even in Oklahoma, the wind doesn't always blow - so there always has to be a redundant fossil fuel plant to back up every wind generator. Coal is plentiful and so is natural gas.
Obviously, conservation is part of the equation, but SMART meters don't conserve energy. More efficient heating and cooling systems do, and yet a very limited amount of money goes to retrofitting or encouraging better efficiency for the same comfort. The net effect of SMART meters is to make people less comfortable and less secure.

My gripe with energy policy is that OG&E is trying to sugar coat the SMART meter program by telling people that it saves energy when it doesn't.
You want real savings, update 1000 homes and businesses a year with GEO-thermal A/C. Call a spade a spade. SMART meters are an operational savings for OG&E at the expense of the health and security of the customer, but they DON'T SAVE ENERGY.
OG&E builds wind mills because they are government subsidized - not because they are a great source of energy. The windmills produce a small fraction of OG&E's total electrical output, and as mentioned before, every windmill needs a fossil fuel generation system to back it up anyway, so it doesn't even save on capital equipment cost.

ThomasA, sadly you are the one that is doing the 2-step. You are giddy with excitement about the billions of dollars being spent that don't do a single thing to improve HVAC cooling efficiency. Now THAT is something that would ACTUALLY SAVE ELECTRICITY.
The technology is available that can yield real savings, but yet you and people like you have squandered billions of dollars on foolishness like SMART meters with the only result being higher prices and a lower standard of living.
I hope that you read the report that showed that Germany has spent in excess of $100 billion to stave off global warming for a whopping 37 minutes.
Its you and people like you that are destroying the economy of this country by supporting foolish initiatives that increase the cost of energy. And in this case, those that are least able to cope with the effects are those that are most susceptible to them. i.e. those that actually stay at home during the day, like the elderly and those with small children, those on fixed incomes and modest budgets.
Shame on you. The legacy that you are leaving your children and grandchildren is one of a lower standard of living and a feeble economy. It will be a delicious slice of irony when you or those you love are found in an old folks home somewhere and they cut off the AC from 2pm until 7pm. I am sure that the residents will give you a standing ovation.

Your first stop is the corporation commission. Let them know of your concerns and be as specific as you can. The issues with smart meters have not gone away - rather they have become more apparent.
Some cities/municipalities have successfully passed laws against smart meters. The one thing that OG&E fears most is an informed public that is willing to take legal action.
There are lots of resources on the web of other groups throughout the country that have banded together to raise awareness.
