that's exactly the point except our society elects government and so the problem is both. until that option no longer exists people will continue to live off the system. it's tragic how many adults and children have no idea how to grow gardens or can food, talents our great grandparents held as survival skills are disappearing. what happens if the government collapses? we all like to live in a bubble and pretend that isn't possible but it is and how many will starve or die from disease because we lack the most basic survival skills because we chose to depend on our government?
You didn't answer my question, but I'm glad you brought up growing a garden. If you take all the people off of public assistance that don't deserve to be on it, they are going to take your garden, and kill you for it if they need to. Or kick in your door and take your stuff that I'm sure you have worked hard for. If not you than someone else.
Again it is an economic issue. It is far cheaper to give them public assistance than it is to run them thru the criminal justice system, and they haven't destroyed your life, or worse yet someone you love or care about. Most people that are cheating the system will not have any problems with committing more crimes.
