get a detail of losers and scumbags (non-vilent ones) from the Oneida Correctional facility to go around and do flood cleanup. Clear out all trees, branches and debris from future clogging, and make them fill and store sandbags for future use. Make them pay off their debt to society.
For every day they go out and do this hard labor, take 2 days off their sentence.
