So if the bids came in lower than what they wanted what did Penn Twsp base their rate increase on?$20 mil or $25mil? Will they lower the sewer fee since they aren't spending as much money? Probably not, they will say the rate increase is still need. In tough times like these it would be nice to see Penn Twsp say that they will lower rates since the project is coming in cheaper.

In the construction world yopu need to understand that most construction project of this magnitude run over the contract due to oversights by engineers so probably it will cost more than the 18 million. If the rates do go down don't forget to say thanks as much as people raised the roof when they went up.

Glad to see that bids were under estimation - but need to wait until eerything is done to see if there are any over runs.
Hopefully this will mean lower rates for the citizens involved.
