I don't understand why a "victim" would even bother reporting a crime and then refuse to give any information regarding it.

Perhaps the victim fears retribution, or has plans to exact vengeance or vigilante justice on his or her own later; or perhaps is just immersed in the "we don't 'snitch'" culture that appears to be endemic to the city.

In any of these scenarios, the question remains the same: Why bother to waste the time of the police department if you have no intention of providing them with any information that might assist them in solving the crime and perhaps recovering your stolen property or otherwise redresing the injustice that has been perpetrated on you? You could save the taxpayers a lot of money, and law enforcement a lot of frustration and wasted time, if you just did whatever you were going to do without involving them.

Don't waste an officers time if you aren't serious about reporting the crime! There are other problems with cooperating victims that need attended to.

I really do not know what this victim may or may not do ... but my intuition tells me that she KNOWS her perpetrator.
