City Credit Card Abuse
Beavercreek taxpayers need to know just how their money is being wasted and abused by numerous members of city staff.
Under the Freedom of Information Act, I obtained copies of the expenses charged to the city credit cards for 1 Jan 05 through 31 Jul 06. What I found completely horrified and sickened me!
Staff members have been living very high on taxpayerís money. Evaluation lunches and interviews at very nice restaurants, the Wellington is a favorite, are but one example. Evaluations and interviews are done in an office setting by most businesses, however taxpayers are footing the bill in Beavercreek. We are also paying for retirement gifts and luncheons.
A blatant misuse of Jack Haneyís position as City Manager was the huge expense account he ran up at the Golf Club. Although he used his own credit card, he abused his position to get preferential treatment for his bill. From what I learned, there is nothing set up to have running accounts at the Golf Club. Everything is paid for at the time the charges occur. However, Mr. Haney charged his daughterís wedding and paid for it over a seven-month period without paying any interest! Was this abuse of his position one of the reasons Mr. Haney is no longer our city manager? It appears to have been the first step council is taking to clean up city hall and right the wrongs that have been going on.
Not only did staff members abuse their city credit cards; they didnít even submit their charges on time, resulting in taxpayers footing the late fees and finance charges. This is wrong and totally unacceptable! One would hope that staff who misused taxpayerís money, and they know who they are, find a moral conscious that would induce them to repay unrelated business charges to the city, thus reimbursing misused taxpayerís money.
One of the most maddening things about all this is the fact that our city staff are more than well paid. What does it say for the moral character of these employees when they charge taxpayers for personal expenses?
Who was responsible for setting up sound bookkeeping practices? One canít help but wonder what kind of bookkeeping was done at city hall if an audit didnít find problems of abuse with the city credit card.
No wonder the city is having financial difficulties! Citizens are asked to pass levy after levy and there has been more than just talk about an income tax. Weíve been told the city needs more money to be able to run efficiently. Is it any wonder they need money when we now know of the abuse of taxpayerís money?
What taxpayer would be willing to give anymore money to a city staff who abuses that money in the first place?
Letís hope that this present council continues to clean up the problems at city hall. They need to establish a council approved credit card policy requiring detailed receipts supporting purchases. They also need to make sure there is a reimbursement policy in the event personal items are purchased. Itís become obvious that council cannot trust hired staff to overlook expenditures of taxpayerís money.

Your post left me as horrified, I'm sure, as you claimed to be after obtaining your "complimentary" copy of the expenses charged to the city credit card. While I agree that we, as taxpayers, deserve to know how the city spends the money we provide to it as well as insist on proper management of city accounts, shouldn't we also, as taxpayers and EDUCATED human beings, recognize the impact that our publicized research (or lack of) can have on the lives of the people in question? What kind of information do you have to back up your printed OPINION? Are you underestimating the intelligence of the readers on such a level that they don't realize your basing a very harsh, very defamatory opinion on what appears to be a credit card print out (with little to no supporting documents/information)? I'm educated enough to realize that there are many sides to this situation involving Jack Haney, I just hope the rest of your readers are. Under the Freedom of Speech Act, I say your summary of what is happening to city management is poor and lacking truth and proof. Quite frankly, it stinks!

Flo, when did you move to Enon? I would like to talk to you about trying to disrupt the proceedings of our village council. I know you have your quirks, but I would love to speak with you.

I don't know where you got your information that I live in Enon. I've lived in Beavercreek since 1964 and am still here at the same address.
