The Community Impact Team was explained by Mr. Petrey in last year work session, as his hand picked Team, including the SEA President, Elected Officials from the Township/City Firefighters/Union and Police Officers Union. Mr. Petrey had explained that Private Citizens who had interest in the Community Impact Team could "apply" and that he would choose from among those interested private citizens, Lottery Style, to determine which ones of us private citizens were "Lucky" enough to be seated on Petrey's Community Impact Team.
This Community Impact Team is just One of TEN sub-committees that Mr. Petrey has proposed that his Renewed Vision for our school children and community needs, at the high cost of $12,000 Plus, as an outside Facilitator is hired to come into our local schools and develop a
District Public Relations & Communication Team. It does appear that Mr. Petrey is forming these Focus Groups that will meet regularly with this highly paid Facilitator to Move Ahead Together determining "Where are the Values of the Springboro beliefs of community taxpayers?" It is understood that these committees will make NO recommendations; but that the Superintendent will then
"Interpret" the values of the Springboro beliefs of community taxpayers, and then bring the Superintendent's STAFF Recommendations directly to the Five Board Members in public meeting, asking for rubber stamp approval.... just like in the old Baker/Dettwiller days.
Mr. Petrey should bring more on this to the public board meeting on February 27th; till then, community members can contact your board members, asking questions/requesting more information as to why
Taxpayers Money and our highly paid school superintendent's Time is being wasted on these focus groups?
Guess WHO in our community has MORE money in his Budget (at taxpayers expense) on hand to waste, than he has TIME to listen to taxpayers freely speaking their minds at a board meeting or in an e-mail for free?

Maybe he could take up golfing to Facilitate himself with the Teachers Union/Firefighters Union/Police Officers Union, instead of wasting $12,000 Plus on HIRING an outside facilitator to come into our school district to schedule meetings with these Union members
and pro-levy supporters, asking the TOUGH Questions such as: "Where Are the Values of the Springboro beliefs of community taxpayers?"

Springboro residents picked up the cost to promote the CCFD false budget crisis alarm, emotionally blackmailing citizens that the Government needed more money to "help us help you!"

We all know that percentage of voters in every community who always vote in support of high taxes, no matter what the issue is, as well as those who directly will gain financially from the tax increases such as Vendors, Teachers, Firefighters, Police Officers, and City Workers. These are the base tax hike supporters.

On top of this base of tax hike supporters are the voters who approach voting as if it were a vote for the High School Prom King and Queen. These voters are the ones who uncritically accept the messages from the government tax proponent that supporting the Levy is really about supporting the kids, or the teachers, or our Public Safety Forces.

Jan 21,2014 - KINGS MILLS, Ohio - A teacher made a disabled fifth-grader crawl to the bathroom and otherwise abused her at Columbia Elementary School, the girl’s parents say. Amy and Michael McClellan are suing the Kings Local School District in federal court and claim district officials and police conducted multiple investigations and never told the parents.

On top of that, the school district paid off the teacher and gave her a recommendation to go away, the McClellans' attorney says. Hannah McClellan has a rare condition called CDG (Congenital disorder of glycosylation), which involves the brain shrinking. She was in Kings Local special education classes four years ago.

The suit claims Hannah and four others were abused by teacher Amanda Kitcho. "Hannah was a happy, joyful, loving child. Every year she wanted to be her teachers," said Amy McClellan. That changed in Kitcho’s class, Hannah’s mother said. "When she was in this class, it did not take her long to say,'I hate school. I don't want to go there anymore.’ And, she stopped talking," Amy McClellan said.

The lawsuit alleges traumatic abuse and neglect.

Hannah needed a special chair at school, but it became a form of punishment, her father says. "It appears that the nylon handles were twisted around in an incorrect manner in the back of the chair and duct-taped to physically restrain her," Michael McClellan said. Hannah also used a walker, but the McClellans claim she was often forced to crawl - the lawsuit says - "like a dying dog to get to the side of the road."

"In terms of the horror factor, the shock factor, this case is dramatic," said the McClellans’ attorney, Chris Finney. It was Finney who first told the parents about the abuse. He sued to get public records, including nine depositions and three separate investigations. "The parents were left entirely out of the loop," Finney said. The initial investigation began in October 2011 after a teacher's aide reported allegations of inappropriate behavior in a multiple-handicapped classroom.

Kitcho was allowed to quietly leave the district, Finney said. "The school board just paid her to leave and then gave her a glowing letter of recommendation," the attorney said.

Kings Superintendent Valerie Browning emailed the following statement to WCPO: "At this time the district nor our attorneys have seen this lawsuit. When we do we will be reviewing it with our board of education.”

There has been no comment so far from Kitcho.

The suit seeks money for damages and to cover Hannah's future treatment. She is now in the eighth grade and a cheerleader in Idaho.

Finney also wants rules changed so parents are immediately part of the process when claims of abuse are investigated.

How do you know whether or not a school board collectively serves as puppets for a district's administrators or for self-serving agendas of teachers unions? How do you know whether or not members of,your school board are constantly being manipulated or coerced by internal pressures? How can you tell when a given public school board has collectively lost view of accountability and responsibility to citizens within their school district, including but not limited to students, parents, business people, clergy, public workers, as well as interests of the average taxpayer?
If you choose to not attend your child's school board meetings, of course, you will never know...

Kelly Kohls knew the public school apologists in her community disliked the policies she and two other conservative school board members had adopted for the Springboro Community City School District. But she never imagined that one critic would violate student privacy laws in an effort to have the conservative majority ousted in last November’s school board election.

Last August, Springboro high school teacher Molly Wray used contact information improperly obtained from old parent permission slips to send a mass email to Springboro High School graduates, encouraging them to vote in the school board election, according to a district document obtained by EAGnews. She also encouraged the graduates to access her Facebook page, where she posted endorsements for three candidates opposing the conservative candidates.

In the district document reviewed by EAGnews, Springboro Treasurer Terrah Floyd acknowledges that the student information Wray used to send her email was protected under Ohio state law and the federal government’s Family Educational Rights and Privacy Act (FERPA).

In other words, Wray illegally copied email addresses from confidential district records.
Despite the improper use of protected information for personal and political reasons, the only disciplinary action Springboro school leaders apparently took against Wray was to place a “letter of understanding” in her personnel file that gently reminds the veteran educator to maintain a “professional” relationship with former students.

Kohls says the incident – and the district’s underwhelming response to it – reveals two important problems in public education. The first is that despite state and federal privacy laws, students’ personal data can never be genuinely secure if school employees don’t understand or follow the laws. She believes if lawmakers aren’t serious about enforcing the privacy laws already on the books, new legislation to secure students’ Common Core-generated data are just symbolic, feel-good efforts that won’t have any practical effects.
Kohls’ other takeaway is that the laws aren’t evenly applied to those “inside” the K-12 system as those outside the system. If school employees are allowed to flout the privacy laws – something Kohls says happens “as a matter of routine”– it gives the Education Establishment an enormous political, get-out-the-vote advantage over ordinary citizens who have to follow the rules.“There is nothing anybody is doing to apply the laws to school employees,” Kohls tells EAGnews.

Wray’s email to students last August mentioned three separate reasons for writing.
The first two involved school and alumni news. The third item – which accounted for 50 percent of the email – dealt with a district levy renewal vote and the hotly contested Nov. 5 school board races.
Springboro’s school board races were a big deal last fall, as members of the Education Establishment were eager to reclaim control of the district from the fiscal conservatives – Kohls, David Petroni and Jim Rigano – who had been in the majority since 2012. The three reform advocates and their “Children First” budgeting philosophy had rankled the local teachers union and establishment supporters.
In the end, three pro-Establishment candidates were elected last November, giving them a 3-2 board majority. But that wasn’t a sure thing when Wray sent her email on Aug. 26, as evidenced by its urgent tone.
“It is VERY important to vote on November 5th if you are still a Springboro resident,” Wray wrote, according to a copy of the email provided to EAGnews.“YOUR VOTE COUNTS and just may be the difference maker on November 5th.”

The veteran educator then provided graduates with step-by-step instructions for when, where and how they could register to vote in the election. She also encouraged readers to “share this with your Springboro contacts so that (they) see it, use it, and share it too! THANKS!!!”

While Wray stopped short of endorsing any candidates in the August email, she did encourage former students to look her up on Facebook, where she posted two items on the day before the election formally endorsing the three candidates who went on to win their races.

After the results were announced on election night, Wray posted a “thank you” to Springboro voters for electing the three candidates and passing the levy renewal.

Kohls pressed school administrators to investigate the matter and to take corrective action. But it remained unresolved when she left her post on the board.

Acting as a private citizen, Kohls followed up with the district last month through open records requests. During that process she discovered that administrators and the newly installed school board were not going to meaningfully discipline Wray for using parental permission slips in her possession – which are still school property – to compile a personal contact list of graduates.

Instead, the district leaders placed a “letter of understanding” in Wray’s personnel file late last month that very gently reminded the veteran educator that district employees are encouraged “to maintain professional relationships with prior students” and “to ensure that the individuals contacted have given permission for you to contact them.”

District officials apparently view the email as a harmless reminder containing a class reunion announcement and a nonpartisan reminder to vote in the November election. They obviously saw no harm or foul when she encouraged the potential voters to refer to her Facebook site for more details – or recommendations.

Superintendent Todd Petrey did not respond to EAGnews’ requests for an interview, but left a terse voice mail expressing displeasure with our inquiry.

Kohls is troubled by the district’s lax attitude toward protecting student information. She says that during her four years on the school board, she witnessed a number of occasions in which student information was mishandled. Even though most of the misuses were not likely done with bad intentions, they did reveal a disturbing lack of awareness of Ohio regarding federal FERPA laws that require privacy protections for student information.

Kohls reasons that if the privacy laws already on the books aren’t stopping sloppy record handling, then there are few assurances that school districts can be trusted to secure the reams of student-specific data that’s soon to be generated through Common Core-aligned tests and the increased use of personalized learning technology.

Kohls’ other concern hits closer to home. During her four years as an outspoken fiscal conservative on the Springboro school board, she often saw first-hand how school employees have a vested interest in electing board members who will cooperate with the Education Establishment agenda of higher spending, higher taxes and little accountability.

According to Kohls, if school employees can access voter contact information for electioneering purposes without facing any kind of serious consequences, it will likely happen again. That gives the Establishment an unfair political advantage over Tea Party-esque activists, and it also opens the door to further problems, such as a rogue school employee giving (or selling) the contact information to political or special interest groups.

Kohls tells EAGnews she brought Wray’s alleged misdeeds to the Ohio Department of Education’s Office of Professional Conduct, but was told state officials considered it a local matter and would not conduct an investigation.

In a recently published op-ed, Kohls concludes that either by accident or by being lax “on purpose,” the school district cannot truly protect students’ information.

“The simple actions of collecting students and parental data should be prohibited, because as I have witnessed, at least this public sector is unable to follow the laws now.”

As we glide through another adult centric version of "As the Stomach Churns", who is speaking for the children?

The union hucksters, the political hacks who use the children as pawns in their own advancement, the parents who have been sold a bill of goods, who stands up for the children?

Our record of scoring on the Ohio Achievement Math tests in the 8th grade is abysmal and has been for over a decade. We seem mired in that we can only seem to muster 20-30% of our students who can garner at least 75% of the material.

Our record of scoring on the Ohio Achievement Science test in the 8th grade is not much better over the past decade where again only 20-30% of the students taking the test were able to answer at least 75% of the questions correct.

Where is this record leading our children and their families? Phony euphemistic terms for failure are still failure. And that failure belongs to all of us who go along with the education union proclaiming that 32% on an achievement test is PROFICIENT.

We are mostly adults and should begin acting like such for the benefit of those who place their trust in us each day, the children.

What rock have you been under? Kohls will support anyone who adheres to the same general common sense Children First philosophy she believes in. That philosophy is each and every school board member are meant to serve the ENTIRE community in which they were freely elected. Publically-elected school board members are not meant to be subjugated by long-corrupt organizations such as the Ohio School Board Association (OSBA). The long-corrupted OSBA is a lobbying arm for Obama-esque OEA liberal agendas. The OSBA doctrine encourages every elected Ohio school board member to subjugate their own opinions to those of administrators in their respective districts. All one has to do here in Springboro is look to the opposite side of Warren county to see the awful, needless scandal going on in King's schools to understand why public school board members must maintain free and open opinions, and should NEVER subjugate their opinions to those of administrators or teachers.

Students in Springboro and other Ohio districts are better off with school board members being supported by the much more cutting edge and pro-active Ohio Schol Board Leadership Council (OSBLC),
Getting back to Kohls and Thomas. Quite obviously you've never had face-to-face conversation with Sonny Thomas or else you wouldn't have posted such garbage. Kelly Kohls has never been in a better position as she is right at this precise moment in time. Kohls local political opponents will rue the day they celebrated Kelly Kohls choosing to not run for school board again. Along with many others in this community, Kohls will continue on with the good fight of keeping the interests and well being of students at the top of the list of this district's priorities. Along with many others in this community, Kelly Kohls as a citizen and district parent will not allow Springboro schools to again degrade toward an era of self-serving greed and fiscal irresponsibility that helped to make Springboro City Schools' hapless "Teacher First" budgeting system one of Columbus largest laughing stocks between 2007-2009.

In reading FERPA, it seems the law is speaking of student records such as grades, credits taken, etc. And these rights are only applicable when the student is attending school.

"The Family Educational Rights and Privacy Act (FERPA)(20 U.S.C.§ 1232g; 34 CFR Part 99) is a Federal law that protects the privacy of student education records. The law applies to all schools that receive funds under an applicable program of the U.S. Department of Education.

FERPA gives parents certain rights with respect to their children's education records. These rights transfer to the student when he or she reaches the age of 18 or attends a school beyond the high school level. Students to whom the rights have transferred are "eligible students."

Schools may disclose, without consent, "directory" information such as a student's name, address, telephone number, date and place of birth, honors and awards, and dates of attendance."
