Yo! Yah You There... Check out the public records proving that Ron Malone DID apply for the same job that he refused to accept (after the job was already filled). Records prove that Ron Malone was the one that wanted out of the high school. So Where's the Lie in that?

Point is that now Ron Malone is accountable to the taxpayers, as elected official whose authority can be protested AGAINST by taxpayers, just as Ron Malone protested against board authority to do their respective jobs.
Truth is, Ron Malone no longer has the luxury of thinking on of himself and "what's in it for me. Truth is, there's a lot more headaches in store for Malone as a board representative, than he ever presented to the board when he was just an under-performing principal; whose professional reputation was protected by board members, out of professional RESPECT;
even though Ron Malone offered NO respect to board members in return.

Mr. Anderson had only ONE opportunity to make a GOOD first impression as being his own person, and his failure to do so proves to the community that he is just a prop, as board president, to carry out the status quo wishes of our retired educators, Mr. Malone and Mr. Stuckey, running our board room like a union shop, just like Mr. Malone run our SHS like a union shop.

NEOLA Policies are meant to keep school districts in compliance with the law, UNLESS "customized language" is inserted by BOE members. Case in point, the Controversial Issues Policy, where it was "customized" to include the teaching of creationism, climate change denial and Agenda 21 conspiracy theories. A BOE member at a recent meeting explained that NEOLA would provide us legal support if legally challenged on THEIR policy language, but WOULD NOT on any added language that was not theirs. So in "customizing" a legally compliant policy (NEOLA services are paid for out of taxpayer money and the BOE member is not an attorney) the policy can become non-compliant within the law. This would leave the school district at risk legally and financially. Why pay for something (thousands of dollars) in which the community believes will keep our schools compliant with the law (This is NEOLA's business and expertise), and then have a few people on the BOE ideologically customize it, leaving the district exposed to potential legal action? Why have NEOLA at all then?

For reference, one can view the Springboro BOE meeting on YouTube (during the Workshop Session), where Mr. Rigano explains how most of the policies have been overly customized, and exactly when NEOLA would represent Springboro and when it would not.

Mr. Gene Lolli is the Superintendent that is "cited" in Mr. Malone's Annual Performance Evaluation (available to the public upon request). Mr. Malone can run from his past failed practices, but the truth can't be hidden from the public. Here's what is "cited" about Mr. Malone, prior to Mr. Malone's March 2012 community-wide temper tantrum protesting against the authority of his professional superiors and BOE elected officials. Because there was no TV broadcasts of board meetings in March 2012, Mr. Malone was successful in keeping his non-professional, disrespectful behavior hidden from the community as a whole.
So what's your problem with having this information posted on this blog over and over?
Most likely, folks do not read this Topix blog every day; and most likely when folks do read this blog, they just read the last page, rarely going back through time. Posting relevant information over and over, showing Mr. Malone's record as an "under-performing" school employee is very relevant to Taxpayers in our community, now that Mr. Malone is an elected BOE official.

Also, these true records prove Mr.Malone's rude arrogance and disrespect of his professional peers; just as he proved his rude arrogance and disrespect of board authority by his March 2012 protest to "have it the Malone way" even going so far as to tell lies about his Springboro neighbors to gain sympathy, claiming himself as the Victim. High Schools That Work is a program to enhance education for children.

The January 2013 Warren County Educational Service audit report performed by professional educators reviewing our high school program of studies had this to say regarding the direction Mr. Malone steered the academic program:

"Documents provided to the Tactical Assistance Visit Team
indicate hat contrary to the High Schools That Work philosophy, SHS believes that offering low level courses is in the best interest of students. This belief, however, was not substantiated by research or data."

Read this public report (Springboro High School TAV Report) and you will see that for many years the leadership of the High School IGNORED the demands of the federal government; our students academic progress declines.

State test results show after 8 yeas in our district's educational system, only 32% of our children were able to score 7% or better on Ohio Achievement Assessment math tests.

As the man who led our school district as high school principal for 13 years, Ron Malone held a special place of trust, authority, and influence in our community. How he chose to use those gifts is revealed in the public records reports of his professional peer reviewers, his superiors, and his own public pronouncements.

THE RECENT NOTE FROM MR. TOM ISAACS OF THE WARREN COUNTY EDUCATIONAL SERVICE CENTER IN DEFENSE OF MR. MALONE IS NOTEWORTHY IN THAT IT DID NOT REFUTE ANY OF THEIR PRIOR CONCLUSIONS OR RECOMMENDATIONS.

DECEMBER 2010 - Warren County Educational Service Center audit report on SHS program of studies RECOMMENDATIONS page 13:

"Increase the number of students taking the HIGH SCHOOLS THAT WORKS recommended curriculum/Ohio Core each year by at least 25 percent.

"Increase the percentage of students taking college preparatory courses. Eliminate any course offerings below the college preparatory level."

2013 US NEWS ranking of high schools in Ohio ranks King’s #23, Mason #35, Bellbrook#37, Brookville #41, Lebanon #48, Centerville #49, Waynesville #53, Monroe #90 and , and finally Springboro #97.
Given our district’s stated 40% gifted population, the fact that only 20% are on track to take A/P classes in high school, our district is severely underperforming compared to those districts around us in my opinion.

Misallocation of district and taxpayer resources: 34 out of 77 elective classes at the high school had less than 20 students, more than a few had multiple classes.
IE: Children’s Literature, 2 classes – 27 total students, Entrepreneurship, 2 classes – 20 total students, etc.
My conclusion is that Mr. Malone ran this high school like a union shop, making up classes with scant demand to ensure employment for those whose skills were not in demand. This tactic robbed resources from areas of greater need in the district. Those who suffered the most were the gifted and those in need of early intervention.

"The measure uses standardized test scores to look at how much students learn in a given year, regardless of their achievement level at the start of the year. Value-added scores offer a new perspective on an old question: Who is a good teacher?

Value-added is one part of a new teacher evaluation system that schools must implement for the upcoming school year. That system is supposed to do a better job of distinguishing between great teachers and those in serious need of improvement. It will rely on value-added and other test-based measures as well as principals’ observations of teachers in the classroom.

Right now, Ohio calculates value-added scores only for reading and math teachers in fourth through eighth grades. The state translates each teacher’s value-added score into one of five labels, ranging from Most Effective (the top rating) to Least Effective (the bottom one).

That means that for the first time, schools and the state can quantify just how good each teacher is at teaching students the expected amount each year.

Value-added is a controversial measure and one that’s new for most Ohio teachers.

A value-added score is not an overall measure of how well a teacher is performing because the scores are based entirely on students’ performance on standardized tests. A teacher can see his or her value-added score change from year to year. And the full details of how the scores themselves are calculated are secret. "

Why is this important?

Because it is the children who suffer and pay the price for ineptitude in the teaching ranks.

Not everyone is equally excellent teacher, like all businesses or sports teams, some rank at the top and some at the bottom.

Businesses regularly cull the herd as they compete for business in an ever more globally competitive marketplace. Seldom does one see businesses carrying another body in a global company just because they have been there for 15 years. It is of the essence that all employees continually demonstrate their worth today to an employer competing for their jobs on a world wide basis.

In sports one will find themselves at the end of a bench with scant opportunity to contribute, thus making the likelihood of returning the next season ever smaller.

Children by and large get one shot at a class a poor teacher is teaching. Inflated grades or simply passing with no increase of the student's base of knowledge harms all involved, but first and foremost, the student.

This is not George Orwell's "Animal Farm", where all are equal, but some are more equal than others.

Real consequences are accruing to the students who must endure the fallacy of equality of ability in the classrooms.

One in Four of our students fail the State standardized test. How could that be when we Taxpayers have been told that 40% of our students are gifted? Someone is dropping the ball big time. Who is accountable for this poor performance?

The Truth is found in the History of a man who led our school district as high school principal for 13 years, Ron Malone, who held a special place of trust, authority, and influence in our community. How he chose to WASTE those gifts is revealed by his own PUBLIC PROUNCEMENT of spreading lies throughout our community in his March 2012 community wide Protest Against the Board of Education's authority to transfer a Principal that is under-performing.

As a taxpaying citizen in this school district, I believe IF there were "mis-steps made by our March 2012 board members (Scott Anderson, Don Miller,Kelly Kohls, Jim Rigano and David Petroni)
then it would have to be their Failure to Fire Dr. Ron Malone and tell Springboro Taxpayers the true history of his misallocation of district and taxpayer resource, running our high school like a union shop, making up classes with scant demand to ensure employment for those whose skills were not in demand. As Springboro citizens who believe that it is wrong for our elected officials to emotionally blackmail voters for more money than is needed through 2017; WE BELIEVE the greatest wrong is the WASTE of our People Resources -- Quality school leaders and BOE elected officials!

On January 9, 2014, we citizens for responsible spending saw our newly-elected "Egotistical Three" board members (Mr. Anderson, Mr. Malone, and Mr. Stuckey) IGNORE the quality, experienced, professional BOE leadership skills of Jim Rigano and David Petroni; who SHOULD have been elected 2014 BOE President and 2014 BOE Vice President, simply Because Jim Rigano and David Petroni have served our school community and our community of Taxpayers for the past Two Years, putting Students first, while maintaining fiscal INTEGRITY. But instead, Mr. Anderson was voted in as President, Mr. Malone was voted in as Vice President (and we all know that means that our has been an under-performing SHS principal, Ron Malone, is positioning himself to be 2015 BOE President who will preside over the next Union Teachers Contracts negotiations).

Mr. Anderson's reputation as a business man in the community has been described among his peers in community businesses as "a more deserving soul than Charles Anderson cannot be found in Springboro."
Thankfully, we have had no "business dealings" with Anderson Funeral Home, so we cannot refute that "honor" bestowed upon Mr. Anderson by his professional peers. As taxpaying citizens, we do ASK Mr. Anderson to consider the question of inquiring minds throughout our school district: What does it profit a man to win election of BOE President and then lose his Business Reputation in the Community as "A More Deserving Soul Cannot be Found?"

Mr. Anderson's reputation as a business man in the community has been described among his peers in community businesses as "a more deserving soul than Charles Anderson cannot be found in Springboro."
Thankfully, we have had no "business dealings" with Anderson Funeral Home, so we cannot refute that "honor" bestowed upon Mr. Anderson by his professional peers. As taxpaying citizens, we do ASK Mr. Anderson to consider the question of inquiring minds throughout our school district: What does it profit a man to win election of BOE President and then lose his Business Reputation in the Community as "A More Deserving Soul Cannot be Found?"
In regard to the funeral homes he operates, Mr. Charles Anderson would be the first to tell you...

The Public Records of the 33 pages of the HSTW Ohio Regions Technical Assistance Visit Report, Springboro High School, Springboro Ohio - December 14-15, 2010, give further evidence of the performance failures of our former SHS principal, Ron Malone.
Springboro Taxpayers, outside the SHS union tents, were unaware of his poor performance; and had no idea why Ron Malone involved our SHS students in his March 2012 protest against board authority.

The Overriding Goal (as stated on page 1 of the TAV report) is to
"Close the achievement gaps and raise student achievement in meeting state, federal and HSTW targets by 2014. To achieve this goal, the school must continue to create a culture of high expectations and provide extra help.

In other resources, the US News and World Reports led to questions where Springboro ranked 110th in the State--far behind our neighboring schools. Why?

This report clearly points to where Springboro High school is weak. Springboro ranks low simply due to our low# of students that take AP courses and the lower test scores they get on them and the low number of our students that take college courses in high school (PSEO). Both of these categories are far behind districts in Warren County and many of those that overlap Warren County. Why?

Two Separate audits of academic success showed significant weakness, and one of those audits of academic success showed significant weakness. The 2010 High School TAV report shows that Springboro High school entered into a CONTRACT to be a High Schools That Work (HSTW) school, as such, they AGREED TO ABIDE by program goals and strive to meet them for MONEY. But, did our former under-performing SHS principal STRIVE to honor that agreement. True History tells the story of Mr. Malone's rude arrogance toward his professional peers and their prompting to IMPROVE himself, which Ron Malone chose to ignore. Instead, Mr. Malone chose to play the Victim Role, and planned a Vote for Revenge campaign against school board authority; continuing his misallocation of district and taxpayer resources.

Why is Ron Malone now starting the same WASTE of Taxpayers money in the board room, with his status quo OSBA membership recognition, while trying to silence the commons sense voice of OSBLC? Could it be only because OSBLC teachers school boards HOW to avoid the need for a continuous stream of levies and promotes transparency and the posting of all information the district can publish?
