Colleges are a business and financial aid is nothing but a tool used to pay themselves. Wether it be a grant, loan, scholarship or discount all enable education inflation. Until individuals have to pay for college out of pocket you will have situations where the revenue generator gets preference over the ideal academic student.
Colleges don't want affordable tuition or giving the needy an education. It's about money and job security. Education is only the name they put on their industry.
