I can only assume that your plan went to pieces, and thank God.
HWY 78....TxDot....funding and when to do it.....TxDot....decision based on?.....traffic counts.....who does the traffic counts?.....TxDot. See, we've come full circle.
I'm sure glad you didn't run in 2010 if you don't even know this basic fact, but you saved some $$$ anyway.
