Sure the gun was sold to her. How is it they could know of her mental history ? Is there some way they can check a person for that?

I don't believe that is possible due to HIPPA. Mental ill people are not known to the sellers, so I do not see how it would be the sellers fault, sounds like the usual way to shift the blame from the one it is really due to which would be the girl that shot her mom.
