There are well intentioned people on both sides of the of the expansion issue. Most tempting are the large sums of money carefully distributed throughout Yolo County.
Clearly, the real issue is that California State Highway 16 is not presently adequate and will be little improved following completion of the planned construction.

What does "presently adequate" even mean? I moved to this area from the Bay area and have never experienced this dangerous traffic that some people talk about. Even if there is alot of cars on the road you are atleast moving 40 mph...If the casino has an event they hire someone...not sure if it is security or actual cops...to direct traffic at the stop signed intersections. Since I moved here the worst day for traffic is the Almond Festival...and I dont think that is the casino's.

The dangerous traffic she is talking about is the drivers who come thru the small town of Esparto doing about 50 in a 25 mile zone in a hurry to get to the casino. Or the drivers who are doing about 60 going thru small Capay, one even hit a light pole cutting off power to all the residents here for hours. Not to mention all the fender benders, the near fatal accidents, and our wonderful police force is nowhere to be found. But let your tags be expired, they will find you.

Is that the same Helen Thompson that refered to Madison as Sophies' Choice when voting to put a PRISON next to us? What a joke! As she sits in her safe little College Park neighborhood of Davis, with the smallest district to represent in Yolo County. The only thing they were voting for is to waste more of the Capay Valley residents share of ACTM funds.
They have had more than a million dollars of Madison's mitigation money since Oct. 2006, have we seen any of it used for improvements? NO, are you kidding we couldn't even have some of the interest to maintain the rock wall!!

I live in Esparto and I'll agree that there are some real idiots on Highway 16. But I also was run off the highway between Esparto and Madison by a pick-up I turned around and followed him to his home on Grafton Street. Yesterday, I followed a car on highway 16 from the 505 cutoff and he turned down Capay Street and the passenger got out and carried a handfull of empty beer bottles out. I drove by the car and both the driver and passenger were intoxicated.
I don't even bother to call the sheirff because I called about my drunk neighbors urinating in the front yard during a beer party. Then after running out of beer they drove to the Grab N-Go to stock back up. The street had broken bottles, the yard was full of bottles and they were driving highly intoxicated and we could not get a deputy to respond.
And there is this ___case from Rumsey who drives 25 to 30 MPH on the highway to cause a backup and if youy try to pass him he speeds up and doesn't let you back in, trying to cause accidents.
So not ALL the idiots on 16 are casino goers.
As far as 50 in a 25 mph zone....there are people that drive that fast on Omega, Plainfield and Capay Streets. I'm suprised that we don't have dead children on streets!
I've been to Woodland with pictures and names and addresses and the just give a darn about the people in Esparto. So don't put all the blame on the casino.

That type of unsafe driving happens everywhere. It is not only happening in Esparto and Capay. Unfortunatley the deciding factor on whether or not a roadway is unsafe is statistics...Highway 16 does not even make the top 10 in the region.

Even though you think that it does not make the top 10, statistically speaking, shouldnt we do something about it? I agree that it is not all the casino's fault. But why not pull together to figure out what we can do about it. I would rather feel safe walking my dog and children than argue about who is to blame.

I agree completely. I think that the residents of Esparto and Capay need to come together and apply pressure to the Sheriff's Department and CHP for better enforcement in these two areas. One or two angry residents are easy to shrug off as "crackpots" or "chronic complainers" but an organized goup of concerned citizens may get more accomplished.

Sounds like the Capay Valley was taken advantage of by the Board of Supervisors again!
We'll see if those rich lawyers and environmentalists can come up with an effective plan! Then we'll have to sit around on our thumbs and see if it is ever implemented!

I am a sixth generation Espartan. I remember Esparto in the 70s, 80s, and early 90s, the traffic and crime was not near the level as of today. Highway 16 is not currently designed to handle the current volume of traffic. The current Cal Trans Study has stated Highway 16 warrants four lanes from 505. Yolo Avenue (Main Street)has no stop sign or light at any crosswalks. Children have been hit by Casino traffic and local residents pedestrians and local traffic have been killed by Casino traffic. We have thousands of strangers travelling through our small community on a daily basis. With our unincorporation we have to rely upon the County to protect us. I do not believe people realize the dispair this community is going through. My children can't walk to school nor ride their bikes throughout the community, like I did when I was a child. Nor can they play at the park without adult supervision as there are strangers daily using the restrooms or sleeping in their vehicles. Unfortunately, there is only one westward way into the Capay Valley. What if there was a major earthquake or fire when the north wind rips through? Where will they go when the exit from the valley is cutoff? The residents are scared more than angry. We feel defeated, dishonored, and disrespected.

What Calstrans Study are you talking about? The Caltrans Safety Improvement report that is available online states nothing of the sort...In fact it recommends that the shoulders be widened and that turn-outs be built in three specific locations. As far as the children being ran down by casino traffic...that is not what was reported at the last meeting about nine months ago in Esparto. This was the meeting attended by the Sheriff and the Commander of the CHP...The meeting in which it was reported that there was ONE PEDESTRIAN struck by a vehicle in Esparto in the past 24 months and the driver of the vehicle was a student of the High School. Maybe there have been a rash of pedestrian accidents in Esparto in the past nine months that just have gone unreported...but I doubt it.
