Officials: Woodlake Police Chief Zapalac impeded shooting probe

Who is hiding !!!???!!! It was an accident!!! Everyone knows it!!! Bill Wittman is using this to make his opponent, in an election year, look like he is corrupt when it is Wittman who should be arrested for manipulating the Grand Jury! If Wittman is capable of doing this crime to remain in office what else is he doing?? There are many officers at the TCSO who are helping John Zapalac and who want Zap in as the new Sheriff!

Notice, Even the Woodlake officers don't know who fired that accidental shot! These guys were practicing shooting their weapons!!! Notice, they were not aiming their weapons at this man! The only one that knows exactly which weapon fired the projectile that traveled outside the range area and hit the accidental target is the corrupt TCSO people who collected all the officers weapons.

Here is the truth! John Zapalac challenged the Wittman and TCSO to arrest him and his officers! There is a federal civil rights violation case right now against Wittman backed by the City of Woodlake and it's police officers!! Before this is over Wittman is going to go down in history as a corrupt politician!

Who put the murder weapon in the trunk of a gang Lt's car who was sexually involved with a snitch in a murder investigation that caused the release of three suspects due to incompetence??? Ask the DA how he feels about the TCSO! Ask the CHP officers how they feel about the TCSO! Ask the city of Visalia officers as well and you get the same answer! It is time for Wittman to go! BTW,That LT is still a LT at the corrupt Wittman run S.O.

There are so many cases (TCSO cases) that are cold and cannot be rehabilitated due to the ignorant nepotism at the current TCSO! Many of those people in high places should not be employed anywhere in law enforcement much less at an investigative level!

Accident maybe??? Do you think those Woodlake police officers were practicing firing their weapons at the firing range and saw a complete stranger walking some 200 yards away and said "hey let's shoot that guy over there and then try to get away with it!!!" By the way it was in the shoulder and it was an accident!

Ask the Bill Wittman gang Lt how the murder weapon found its way into his trunk or why he is still a LT when he was found to be sexually involved with a snitch on the same homicide case? Ask why the DA had to drop the case? Ask why the TCSO is pushing an accidental shooting at the Exeter range when a homicide is cold because of the nepotism at the Bill Wittman TCSO!

Also ask Bill Wittman why he is being sued in Federal court by the Woodlake officer, City of Woodlake and all the people who the TCSO violated their civil rights>?

The TCSO is trying to make John Zapalac look corrupt! John Zapalac told the media to tell Bill Wittman to arrest him! Wittman is willing to do anything to make Zapalac look bad but it is Wittman who is corrupt.

I have known John Zapalac for well over 20yrs and worked with him many many moons ago. i can tell you that he is about as good a law enformnet officer as they come. He would make a great Sheriff for TCSO. He is one of the most upstanding, tells it like it is, honest, law enforcement officer i have known. he was never one of the golden hair boys at TCSO, he did what was right, even when told to do other wise sometimes. Good luck John, you will do Tulare County proud as Sheriff.

Woodlake PD is on a severe power trip. Speak to the young citizens of Woodlake and you will find that they all feel like they're being picked on consistently for petty actions. They are the definition of the "good ol' boys". Each police officer is worse than the next and they all protect each other.
They make false claims on police reports, pull over cars because they don't recognize them (what would they do if they worked in a city?) and worst of all they don't "serve and protect", they're out to bully the citizens of Woodlake.
Why hasn't there been an investigation of that department yet? I hope a news organization uses hidden cameras and wires to expose the SOB's.

I AGREE... my loved ones have experienced it first hand, as well as many other citizens in Woodlake. Police complaints have been filed and none followed up. An Officer Torres took a Police Complaint over the phone on the day the incident occurred and never advised that the complaint had to be in writing. It gave Officer Guy the chance to spice up and exaggerate the report, to make the excessive force he used necessary. There are plenty of stories to be told of the corrupt Woodlake Police force and their Secretaries.... You name it they've done it.... I have no respect for Woodlake Police... There are very few good Police Officers in Woodlake... a lot of cleaning up needs to be done and not only of Police Officers, so do the Firefighters Department, how many houses have burned down within a mile of the Fire
Department... the whole City of Woodlake needs to be cleaned up....

How can chief zap , allow his officers to retaliate against a citizen of woodlake for more than 40yrs. This individual was speaking out in city councel meeting because the individual had been harrased by officer henry torres and his best friend sgt.j guy. That is very scary to know this behavior is being allowed by chief zap

All they really do is pull people over for no reason. My brother got a ticket for skateboarding without a helmet and then three more cops cars showed up the scene lol but then there were no cops to be found when my brother in laws at got stolen wtf!!! They are indeed corrupt. I have wayyyyyy many more stories like when my friend and I got pulled over Bc "there was a party going on on the other side of town and he just wanted to make check" he didnt even finish saying what he was checking lol my friend was too shocked to even ask and he let us go then another time we got pulled over Bc her windows were tinted but...... Here's the punch line.... They weren't. I call bs thy have nothing better to do. Also plenty of times have I been at parties as a high schooler and we would send pretty girls to talk to the cops when they would show up Bc we knew our party wouldn't get broken up. I was throwing up under a cops flashlight one time and he did nothing (obviously to my advantage). They just roll in to look cool and talk to underage girls. I many many more but too tired ... Bye

Dude if I could have explained this to anyone out there I woul use your words exactly. I don't feel safe with WPD I feel like they went to school less than me but have more power over Bc that's how they behave and I resent them. Other cops in other cities I respect Bc I do feel like they protect me

They arrested my boyfriend when he was 19 an they didn't let him call home and his mom and I were crying Bc we had no idea where he was. We thought he was lying in a ditch somewhere until his dad called all the hospitals an then jails. He es just taking me home to woodlake in his pjs and he swerved a little Bc he was tired and they said he was drunk. He was in his pjs!!!!!!!!

It is incredibly hard to believe that a person, such as yourself with such poor grammar makes more money then a peace officer. As for driving a better car, well that isn't hard to do. Perhaps drug money? get a grip, If you do not have any resolutions to solve the problem then focus on yourself. after all opinions are like ass holes, guess what buddy? we all have one.
