Officials: Woodlake Police Chief Zapalac impeded shooting probe

None of this surprises me. Why didn't Cline just have the Chief and the officers in question arrested for obstruction of justice and held until they cooperated? Because Phil Cline, like John Zapalac, is a person of questionable integrity.

Say hello to your new Tulare County Sheriff, boys. Another corrupt 'Good Ol Boy' who thinks the law only applies only to you and not him.

The Tulare County Grand Jury devoted page after page of its recent report to Zapalac's intimidation of employees and internal corruption.

the woodlake police department is very corupt a citizen cant not feel safe in this town the police officers are very unprofessionl and are on a power trip i hear more neg story then pos one about the police department i personaly was harrasent because i drove a better car than the officer and made more money. officer cisneros lied in here police report and officer aguyo called my employer just to infom them cops like this dont desrive to be cops or cops like T. ramirez who get DUI and still alowed to be cop. how do you pull me over for a DUI and then turn around and drive drunk you self i guess woodlake police will hire any one !!!!!! i think there should be some code of eithcs to go by or may be they should use it i wish i could live in woodlake and feel safe zapalac and his officers need to be repalced clean up the police department

Isn't it interesting that all of the discussions relating to this topic have been removed from the Visalia Times-Delta website? In fact, almost all of the articles relating to this event are no longer available. This would explain Zapalac's recent rantings in the police department vowing that he would use his political influence to have these discussions removed.

Further evidence of Zapalac's dishonesty and willingness to do everything he can to supress the truth.

Well we can only hope that the sign down at the TCSO will soon read Sheriff John Zapalac! Truth is John Zapalac is a man of great courage and integrity! He took over a corrupt Woodlake PD and cleaned house. Hopefully we can get him to do the same job with the TCSO!!! Buford Pusser couldnt do a better job!!!! ELECT John Zapalac Sheriff and rid the TCSO of NEPOTISM!!!!! Grab a dictionary for that one good ol BOYS!!!

This accusation does not make any form of sense! Why would the times delta do such a thing! That is a reporters dream! This is just another baseless flame on a good cop who is trying to fix the nepotism that is in the current TCSO mission statement! baselss accusations based on fear that the voters might elect a real ethical moral cop as Sheriff??? I think so!!!

Zapalac has cleaned up the corruption! Now the only people who are afraid are the criminals and anyone who seeks to harm the children of Woodlake! I hope and pray that we can get John Zapalac elected as Sheriff and then we can have a safer county too! Makes you wonder why everyone wants to move to Woodlake now???? Good job Sheriff Zapalac!!!

they are out of there area all the time pulling people over always accusing before justice and also they dont want to help they want to get more people to vote to get new things put in then they spend the money were in the hell is the stadium for that school they hold on to the trust and know there is non. The people of woodlake dont really dont know what our cops and good ol boy are really up to. when Robert Gillsion shot my ex Brother in Law in front of my house he was not to be there we made an appiontment to see him the next day and yet ther was someone shot in front of my house. my ex bro won but if it want for witnesses any ways gillsion is now a detective in visalia how sweet how they just move from town to town taking over what can we do to stop this madness?

I don't know Chief Zapalac personally and have lived in Tulare County most of my life. I've never had any problems with anyone in law enforcement. I've never been pulled over for no reason (I am Hispanic). I've driven through Farmersville, Woodlake, Exeter and other small cities/towns many times but never stopped for a unreasonable infraction. I've never felt threathened by a police officer in any way, shape or form. When I've been in contact with law enforcement, I've always been shown respect and have been shown respect as a citizen. There are always two sides to every story.

The fact that the Grand Jury would devote so much time to an accidental shooting is in and of itself suspect especially since many on the not so grand jury are connected to Bill wittman and the sheriffs office ... that is a conflict of interest! It is all political! bill wittman is corrupt as is the not so grand jury that is using a range accident to beat up on a political opponent in an election year! wittman should be investigated for misuse of the grand jury!

Facts straight? Then why is the Grand jury in Tulare county still pushing an investigation into an accidental shooting that the DA's office called an unfortunate accident? YOU get your facts straight! You don't even know how and why and who a grand jury is and you make such a response??? You don't even know what you are writing herein.
CORRUPT??? what happens when a gang unit Lt. is found to be in the possession of a murder weapon (trunk of his car ... oooops!) and also found to be sexually involved with an informant directly involved in the case and other totally corrupt aspects of an investigation that causes the DA to drop said murder investigation ??? a MURDER CASE??? The LT is still a LT at a corrupt Sheriffs dept in Tulare county instead of unemployed or in jail and the Grand Jury (notice who many of them work for ? TCSO) is still issuing sub subpoenas in an accidental shooting????
Also ask Bill Wittman why he is running for re-election when everyone in his inner circle knows that he plans to take an early retirement so his second in charge can be sheriff? Now GET YOUR FACTS straight and learn to spell!

The victim of the shooting, who was compensated by the city of Woodlake, was accidentally hit by a stray projectile from a shooting range and the Sheriff's dept sent a captain out to investigate an accidental shooting??? You don't see a captain out on a homicide scene! The City of Woodlake and their police officers are taking the case to federal court!!! Bill Wittman is a crook!
