NO CHARGES FILED AGAINST WOODLAKE OFFICERS:
The Tulare County District Attorney office said Wednesday that no charges will be filed in the accidental shooting of an Exeter man by Woodlake police officers.
Leland Perryman, 67, was walking on his own property on Rocky Hill Drive west of Exeter in January when he heard a bullet pass close by, then was struck by a second bullet in the back.
An investigation by the Tulare County Sheriff's Department found that the rounds had been fired by a group of four Woodlake police officers using the Exeter Police Department's firing range.
District Attorney Phil Cline said charges would not be filed because the officers had no reasonable grounds to suspect the rounds they were firing would endanger residents.
Cline said investigators found that the range master had placed targets in an area not intended for target shooting and that several rounds had left the firing range area toward nearby homes.
Cline said Woodlake Police Chief John Zapalac had initially cooperated with investigators, then notified them that he would not assist any further, and that Zapalac refused to provide training records from the range. Zapalac was not available to comment.

Now, it shouldn't come as a big surprise to anyone that Phil Cline finds no negligence in the 'accidental' shooting of Mr. Perryman by Woodlake police. It also isn't the first time that Cline has turned a blind eye to justice.
Perhaps you recall 5th District Court of Appeals Judge James A. Ardaiz's official comments on how Cline withheld critical evidence in the trial of Mark Sodersten who died in prison after serving 20 years for a crime he did not commit.
"Sodersten certainly did not receive a fair trial in Tulare County because the prosecution team (Cline and Couillard) improperly withheld evidence that carried with it the grave risk of convicting an innocent man."
Unfortunately, the ruling was too late for Sodersten; He had died in prison several months earlier.
Doesn't anyone remember this case? This single case is typical of the Tulare County Justice System.
Remember that Phil Cline is someone who makes decisions on your behalf and YOU empowered him by your vote.
Just keep voting for these 'dinosaurs' of the historically corrupt Tulare County Justice System so history can continue to repeat itself.

John Zapalac has the education, experience, and the desire to help the youth of Tulare County succeed! It's been over 15 years and the old has to be removed before we can experience the NEW!!! Elect John Zapalac Tulare County Sheriff NOW!!!
