Former Everett employee pleads guilty to stealing $16K from the city

The former city receiver for the city of Everett pleaded guilty to stealing more than $16,000 in public building department fees, Middlesex District Attorney Marian Ryan announced on Monday, July 15.

William Roccia, 42, of Hollywood, Fl and formerly of Everett, pleaded guilty on June 27 in Middlesex Superior Court to a charge of larceny over $250. Middlesex Superior Court Judge Edward Leibensperger ordered the defendant placed on probation with conditions of 40 hours community service and also to pay restitution in the amount of $16,855.

“Anytime a public employee violates the trust of their community and taxpayers they must be held accountable for their actions,” said District Attorney Ryan.“This defendant stole from the city and then attempted to quickly move to another state to avoid being caught. I applaud the work of the city of Everett and Everett Police for investigating this theft of public monies.”

From 2006 until 2012, the defendant worked for the city of Everett as receiver, a position that required the defendant to collect and track payments to city departments. The defendant was charged with collecting fees for services including building department fines, fees and permits and then turning the money over to the treasurer’s office for deposit. He was the only person who handled money before it was provided to the treasurer’s office.

In May 2012, the city of Everett hired an auditor. At the end of May, the defendant abruptly resigned his position, giving just five days notice, and telling co-workers he was moving to Florida. In July, the city received calls from several individuals reporting that checks they had written to the city for building permits had never been cashed. The city and Everett Police launched an investigation.

The investigation revealed that between January 2012 and May 2012, the treasurer’s office had not deposited any money from the building department. City records indicated that the building department generated $154,000 in revenue through permits and fees – money which had passed through the hands of the defendant. None of the checks collected during that time period were cashed. Of the $154,000 in fees,$16,855 was in the form of cash and was never recovered.

The defendant lied to staff in the building department as to why they had not received receipts showing the money had been deposited by the treasurer. No other department was missing any money.

The case was investigated by the Everett Police Department. The case was prosecuted by Assistant District Attorney Doug Nagengast.

The Middlesex District Attorney’s PACT Unit is dedicated to the investigation and prosecution of cases of public protection (including white collar, high level narcotics and organized crime), anti-terrorism, corruption, and cyber/technology. The Unit has investigated and prosecuted multiple cases in all of these areas, including public corruption and organized crime.

Where's the community service....in Florida?

Here's my problem with this story and it's FAKE PRAISES.

Regardless if there was an auditor there or not, you must have checks and balances on all employees ESPECIALLY ones that handle CASH. How can $16,000.00 go missing, float around and NO ONE KNOWS? Why is everything not balanced by a second set of eyes on a daily basis....especially tax payer dollars. Another think I find odd is this person who is a part time receiver is allowed to steal almost an entire year on his salary in 5 days?

5 days and missing $16,000.00 goes UNNOTICED?? The story then says he abruptly quits within 5 days of an auditor being hired....he hightails it to FLA. You don't move to FLA in 5 days. That part makes no sense. NO ONE ELSE in the DeMaria administration was smart enough to realize that $16,000.00 was MISSING???

As for the un-cashed checks - The building department is issuing permits but does not get deposits for 5 months?? The story says the person responsible claimed the treasurer made the deposits. AGAIN - where are the checks and balances? NO ONE checks with the treasurer.......and just who balances the building department accounts? They should be FIRED. There's supposed to be a monthly burn-rate on all accounts and that obviously did not happen. Common sense says check with the auditor, not take a part-time receivers word for it!

Obviously the books were all off....and no one knew???

This is yet another example of poor leadership and after 6 years the DeMaria administration does not know what they are doing. All they know how to do is purchase items and spend money.

Definitely is time for new leadership in Everett!

Who cares who hired him? DeMaria has been in office six years now. It's time to stop pointing fingers and for the ones in charge of this guy to take the blame. It's a lazy administration with lackadaisical policies because all they want is days off. Where's the mayor today? He has not been at city hall yet. No leadership!

Exactly my point lazy. I wonder if this guy was qualified for the job or just knew somebody. I also wonder if there wasn't an outside audit if the money would have ever been discovered missing. You know how many people I trust in the Government Sector? NONE!

Amado is a disgrace everyone who is at the Rec on a regular basis knows that it is DiPietro that RUNS that place. This Mayor DOES NOT reward loyalty and competence it is all about who hands over the biggest envelopes and its DISGUSTING. How else do you explain Gregory in parking clerk's office, Mastrocola at 911, put someone in a position who knows NOTHING about the department they are running thats good for morale Carlo, WAKE UP.

Carlo came to my house and claims he cant get a good parking clerk so after the election he will be actively seeking a permanent parking clerk.

i dont understand why he doesn't actively seek now, and it's because mayor terms are every two years. Take it for what you will but doubt gregory will be there very long after the election either way.

They have would have to cook the books to hide the facts; example, an elected school committee member owes $40,000 for back taxes, hasn't paid in 8 years. So put no checks and balances in place and all sorts of things go un-noticed by outside auditors, attorney genetals office, even workers who might care, etc. Ridiculous.

Unbelievable, and 16k was not even half a year, this guy was stealing 30k plus from the city for 5-6 years it sounds like to me. Telling us there is no way to go back and check receipts from 2006-2001 to find out if or how much he took in those years in cash payments? Seems he was only depositing the checks and NONE of the cash he took in. This is beyond outrageous that they cant get him for those other years. I guarantee you he was stealing those years as well as 2012. So he has to pay back 16k only because we cant figure out how much he stole from 2006-2011? This guy likely stole 150k plus yet only had to pay back 16k and got no jail time, just great! Not a bad gig if you can get it.
LEGAL STEALING ITS CALLED! Public Corruption is rampant and if the public ever knew how bad it actually is you'd all know why our Country is basically Bankrupt. This was just a lucky find a new auditor stumbled on if all public officials that are stealing got caught we couldn't build enough prisons to put them all in. IF they ever got jail time for stealing our money.

It's because there's A LOT more MISSING and instead of being HONEST with tax payer dollars - DeMaria and his clan choose to take the loss and sweep it under the rug. They sure don't want this kind of publicity right now. Real nice of the new auditor to boldly LIE like that and see how he gets rewarded, with his daughter working in ISD. Oh where or where are those "Gone are the Days"

The auditor doesn't live in Everett; does his daughter? If not, where's the residency requirement? And will anybody in power ask the question?

Liked the auditor's recommendation for an outside auditor too; a firm that had been acting as auditor for the city for more than half of the fiscal year that they are supposed to be auditing. Nice!! Good thing that the new charter gave the city council a say in that process.

same as the new city services director, live in new Hampshire, 1 and 1/2 hours away, talk about B.S. PLUS 12,000 DOLLARS EXTRA A YEAR FOR SNOW AND ICE, EVEN IF IT DOES NOT SNOW ??????????
