Man charged with 62 felonies in alleged drugged assaults

June 10, 2013 • ED TRELEVEN | Wisconsin State Journal

A man who allegedly drugged and sexually assaulted 7 women and captured the assaults on video and in pictures was charged Monday with 62 felonies, including sexual assault and photographing the victims in the nude without their consent.

Brian C. Stowe, 28, was also charged with possessing nude pictures of another unconscious woman he allegedly took while they were on an out-of-state trip in 2010.

6 of the 8 women named as victims in the complaint were co-workers of Stowe’s at Epic Systems, and they all considered Stowe to be a friend and nothing more, according to a criminal complaint filed in Circuit Court.

Most of them cried as they were shown the videos and pictures by police detectives, and none had any idea that they had been taken or what was happening to them while they were asleep, the complaint states.

In all, Stowe faces 33 counts of second-degree sexual assault, 27 counts of capturing an image of nudity without consent and two counts of possessing a recording of nudity without consent. He was arrested on May 31 at Epic and appeared in court last week, when he was freed after posting $500,000 bail within 90 minutes after his court appearance.

According to a 32-page criminal complaint, six of the eight alleged victims were co-workers at Epic, the health records software company where Stowe was until recently a project manager. He has since lost his job. The complaint details alleged acts that occurred between 2009 and 2012, the most recent on Oct. 20.

Epic spokeswoman Barb Hernandez said the company is not commenting because of the ongoing police investigation.

The investigation began after a 17-year-old girl reported on Oct. 13 that she had been drugged, then sexually assaulted and photographed during a three-hour period in which she was in and out of consciousness.

Investigators soon linked Stowe to the incident and searched his apartment on Nov. 28, taking computers and digital storage media. Since then they have been working to identify the women in pictures and videos found on the seized items. Many of the women appeared to be asleep or unconscious while the alleged assaults occurred.

The complaint issued Monday numbers the last victim as No. 10 but contains no charges pertaining to victims No. 1 or No. 2.

Stowe was taken back into custody on Monday after Court Commissioner Todd Meurer slightly increased his bail to about $527,000 and ordered him to surrender his British passport. Stowe, who has dual American and British citizenship, was to be released once the passport is surrendered and the additional $27,000 bail is posted. He was released again Monday afternoon.

The high bail is necessary, Meurer said, because “this guy’s got a pretty good chance of being convicted of everything and spending a lot of time in prison, maybe the rest of his life.” That makes Stowe a flight risk, he said.

Each second-degree sexual assault charge carries up to 40 years of combined prison and extended supervision, while the other counts are each punishable by up to 3½ years.

According to the complaint:

In one video, a female co-worker is described as being in a deep sleep as a man’s hand pulls one of her eyelids open, showing her eye rolled back. She is completely unresponsive to having her exposed breasts touched.

Another co-worker, shown a video of herself taken in 2011, asked,“That’s … that’s on Stowe’s computer?”

Another told police she was “really freaked out” because she did not know the pictures and videos of her existed. On the day in 2009 when they were taken, she said, she was staying at a friend’s house in Verona, where she had been drinking and was intoxicated. Stowe was there that night, she said.

The woman said she felt “sick to her stomach and mad” about the pictures, which show parts of her body being exposed to the camera by a man’s hand.
