It's easier and faster to impose fees than to cut government waste.
Sean is right- the local gov- says lets tax more- OH NO WE NEED MORE MONEY- How can we do that - OH lets impose a tax- and so on and so on- Time to cut- and officials need a pay cut- they are doing a crappy job period

Of course, one thing I do love is that I bet at least 50% of the people complaining here have never paid attention to who they are voting for in local government races, assuming they even vote at all. You get the government you deserve most of the time.

It ticks me off that the first thing government says is we will loose our police and firefighters. How about our firefighters not get used to driving 60 thousand dollar SUVs and cutting down on paid firefighters and using volunteers like many cities still do. As for the police I am sure there are many ways for them to cut expenses too and find it disgusting that they seem incapable of doing so. Government has the mindset that if it wants something that it is needed and a necessary and must be bought. This country and state can no longer afford that kind of government. Like a snake we must cut off its head.By firing all the top people and replacing them with people that can get this done.

All this was supposed to be revenue neutral thus no tax increase. That was how it was sold to the citizens.$194,000 for consultants and city implementation, fire fee is nontax detuctable, no cap on the fire fees, 60-80% would receive tax increase, at least 10% would have the highest tax increase in seminole and orange county combined, fire has nothing to do with amendment one, city never discloded impact study (I had to do it),commercial business will suffer, and three commissioners supported by the mayor vote "Yes". Mayor Bush still claims second lowest millage rate in county when in essence some will pay have the highest millage rate. Mayor also claims that multi-family housing is being subsidized by home owners when in reality the top two tax payers for the city are multi-family homes with tax revenue of $800,000+. Fire and police are always used as leverage to tax more. While they ask for more money the city buys a new F150, F250, F350, and F450 truck. The city employees also receive extended pension plan benefits where they can receive 90% of their pay for life after 30 years of service. I have the entire city and county database so I challenge ANYONE to prove me wrong. Get the facts as numbers tell the real story. Within the 4.3 million dollar budget cut was 2 million for workforce housing. Guess they want the citizens to pay for everything. Town center only had $308,000 in tax revenue, but the problem is that were spending more where input is greater than output. Of course many cities play the same game. Government theme is always spent it before it's gone.

If you pay a connection fee for your sewer and water, you are paying a fee. Your monthly bill for sewer and water is a user fee. Those fees are the basis for a utility being able to issue bonds to replace worn out pipes, keep a treatment plant operating, etc.

User fees are nothing new. In past, they've been limited to certain types of services that did not reach a whole jurisdiction - there are onsite (septic tanks and wells) systems, so sewer and water lines aren't installed in those areas. It would be unfair to pay for sewer and water lines elsewhere with the property taxes from those who don't use central sewer and water.

Similarly, there are municipal service taxing units (MSTUs) that have been used forever to pay for drainage in limited areas; it would be unfair to use the property taxes from somewhere else to pay for drainage that benefits only that limited area.

Property taxes have been used as the basic means of paying for basic services provided by local government in Florida. When the are cut back, either user fees need to be added to maintain the same level of service, or the level of service has to be reduced.

This editorial board continues to bloviate about 'cutting waste' before increasing fees - why don't you actually look at the services that are being paid for before you drink another 80,000 gallons of the hate-filled Koolaide manufactured in Tallahassee? You can get rid of every take home car that police officers and code compliance officers have, and you would not be able to use that savings to continue fire and police services at the level they had been provided using property taxes.

Once local governments use the emergency funds they set aside for post disaster recovery (since most of them always knew they couldn't count on FEMA) the next disaster will mean a choice between clearing broken roofs from street and repairing them, or fixing fire hydrants and running emergency equipment.

How many cities have you or your buddy Rubio ever run? By the time you figure out you've bought a lie - just like you did with Iraq - there will be city halls with locked doors. Hope you have a lot of fire extinquishers. Make sure all your staff is trained in CPR.

I grew up with volunteer fire fighters. Great guys, but they had day jobs (nobody gave them free food and rent), so you couldn't count on fast response. If you rely on volunteers, be prepared to start evacuating and fighting the fire yourselves for that first twenty minutes. The truck and driver may arrive faster, but the rest of the crew has to drive their own cars from wherever their day jobs are.

And your fire insurance will either be very high, or you won't be able to get it. Volunteer is best in very small areas - or rural, where buildings are far enough apart that the loss of one doesn't automatically mean the loss of several next to it.

Maybe you better check with your family and friends to see if they would be satisfied with this low a level of service. What happens if your car flips and catches fire, and you're still in it? Okay to wait for volunteers? If your Dad has a heart attack, okay to wait for volunteers?

Impact fees do not run general revenue programs for any government in Florida.

This is not a "user fee". Everyone uses water and sewer. Not everyone uses the fire department. I never have.
No one expects the government to pay for our food and water. I have problems with sewage fees too, but to pick a battle over $3 a month max is kinda dumb. Other utilities are private companies, not goverment. Fire department, Police department, and education are supposed to be funded by the government. They always have been. Yes, they have to get thier money somewhere, but that is why we pay taxes. We should not have pay an additional assessment for something that government is supposed to provide. Yes, prices to maintain trucks, fill them with gas, and pay employees have gone up. So have property tax revenues during the housing boom. They didn't replace the trucks then, they didn't raise wages then. What in the world is there to make me think that they will now after they've collected thier fee?
I notice that no one is replying to Ron. Can't argue with the numbers? If you are for this fee, then go ahead and pay mine. You can fund goverment greed all by yourself.

Thanks for posting the info Ron, I was trying to explain it earlier from the sheet you gave out at the last meeting and didn't do a very good job of it.
