No, because this sales tax replaces an expiring sales tax that was used for town and parish garbage pickup, but the Police Jury has cut out residents of the city and the new tax will be used only by the jury, leaving town residents with no funding for garbage pickup.

To my understanding,if this tax passes---We will still be paying the same amount as before. They will be revising it. The PJ keeps 60% and the City gets 40%. I believe the revisions will be that the monies can be used not only for garbage but also for helping with the upkeep of parish roads probably among other things included as well.

The expiring tax was 60% for the Jury and 40% for the city, but this new tax will be 100% for the jury, leaving residents of the city without money for garbage pick-up. The original tax would have never passed if city residents had not been promised to have their monthly garbage pick-up charges taken OFF their utility bill and have the sales tax money to pay for city and rural garbage collection. Ther was cooperation between city and parish governing bodies, but now McFarland and the jury is cutting out city residents. Now the jury will get 100% of all this tax, if the people vote for it.

Back up and bend over if you vote for it and you live in the city, buy Vaseline, enjoy paying for garbage pick up while the roads still aren't kept up in the parish and no doubt they give themselves a raise. I'm voting no/

The Jury placed this tax in April when no major elections were being held hoping for a low turnout. Of course most all jurors and their families and all who are hired by the jury and their kin will vote for everyone to pay the sales tax. The people in the city who are having their benefits taken away by the jury will probably just sit home and not vote. Then the city residents will be faced with not only the jury's tax , but an additional tax to have garbage picked up. This tax should be defeated until the 60/40 distribution is restored in a new tax proposal.
there needs to be more publicity in the paper explaining the takeover of the whole parish/town sales tax by the greedy police jury, then maybe enough would understand to vote the tax down.

I'd be for the tax if all taxpayers of Winn Parish shared in the benefits of the tax, but with the McFarland redistribution, the citizens of the town are left with no funds for garbage pickup. the jury says they will use the money for garbage pickup outside the city and for roads. We already pay taxes for roads;. the parish body needs to operate within their budget instead of raising taxes for their operation. Taxpayers are not getting raises and social security recipients are not getting raises to pay for their upkeep. We have ato live within our means.

Voters in California just defeated a 1/2 cent sales tax because they felt the government was not living within its means and were always coming to the people for more money. See: http://eaglerock.patch.com/articles/2013-los-...
The tax proposal to be voted on in April in Winn is just a way for the jury to get its hands on more money (40% more of the sales tax ). They used a sneaky way to grab ( or try to grab) more tax dollars instead of managing their budget better. Continuing to share tax dollars with all who will be paying the tax is what they should have done. After all the city only garnered 40% of the sales tax dollars and the jury got 60% from the expiring tax.

The people will soon decide if they want the tax that was shared by the city and parish for waste pick-up to be hoarded by only the police jury, leaving the citizens of the city without money to fund garbage pick-up, yet will pay the sales tax with no benefits.
We already pay taxes for the jury to fix roads, so this sales tax is /was originally for garbage pickup for all parish citizens for all who will pay the sales tax..not excluding the city.

Yes, the population outside the town is more than in town, but do you believe the out of town voters will pass a sales tax on all the citizens of the parish that excludes any part of it being used in the city for garbage pick-up knowing the city will have to pass another sales for the city garbage pickup? Yes, a city tax will be voted on by only city residents, but if passed all who shop in Winnfield (which is most of the parish residents) will eventually have two sales taxes to pay ( this one for the parish and another that will have to be for city garbage pickup)whereas the way the tax was it was shared 60% for rural pick-up and 40% city pickup. This tax should be voted down and the parish and town use the same sales tax ( in another tax election) for all to have garbage pick-up instead of all citizens who shop in Winnfield paying two sales taxes eventually. Passage of this tax will raise taxes on all who shop in Winnfield when the city will be forced to introduce an additional sales tax exclusively for city garbage pickup. The present tax proposal will hurt all citizens who shop in Winnfield. One tax was sufficient; if this passes it will have to be two taxes and will be paid by all who shop in Winnfield.
An alternative to another sales tax for the city is for the city to put a charge on its residents for garbage pickup while they pay the full sales tax that is used only for the rural residents, thereby taxing city residents double.

What I'm saying is that all the parish residents that shop in Winnfield pay the sales tax now, but both rural and city residents benefit from it as the rural area gets 60% and the city 40% of the collected taxes so all can have garbage pick-up. But with the new, police jury sales tax proposal ALL will still pay the sales tax, but only the rural citizens will have their garbage pick-up paid by the tax.
Town residents will have to have some other means of paying for their garbage pick-up. Will it be a fee added to their utility bills for garbage ( as it was before the parish and town shared the present tax that is expiring) or will it be an additional sales tax collected for city residents garbage pick-up, only? If it is a sales tax, then ALL who shop in Winnfield will pay that tax, too. So if this present tax proposal passes,ALL will pay it. Then another tax for the city may be passed and ALL who shop in the city will pay the additional tax. EVERYONE'S sales tax will be increased instead of sharing one tax 40/60. This Jury tax needs to be defeated, and a new direction be given to a new tax proposal to be shared by ALL -town and parish -since ALL pay the tax. The Jury is greedy and wants to cut the city citizens out of any benefit of garbage pick-up.

Either way taxes are likely to go up. If the tax change passes on April 6, then the city will try to pass a new tax to pay for garbage in the city. If the tax change fails on April 6, then the parish will try to pass a new tax to pay for roads. The solution is for the city voters and the rural voters to unite and vote against ALL taxes so that the city politicians and the parish politicians are forced to use the money they get more wisely.

I agree wholeheartedly with you. The citizens are having to cut back to live without raises and ever increasing prices. The government should live with what we already provide them. We are already paying a tax for roads, we should not be asked for more for roads. But government will take all they can get until the people have nothing left.

hate to burst your bubble but I don't get any benefit from the city sales tax that is in place, and every time I shop in Winnfield I have to pay their tax

So you do shop in Winnfield and pay the city tax! The 1-1/2% tax is dedicated in the following manner:
Streets, drainage and sidewalks 33%
Sewer improvements 30%
Water Works 25%
Sanitary landfill 10%
Motor Pool 2%
I believe MOST who shop in Winnfield can appreciate that the tax pays for all the above. MOST rural residents who shop in Winnfield appreciate the benefit received in that we have a sewer system in place and maintained by sales tax dollars so raw sewage is not backing up into and running down the aisles where we shop for food and other items. I think all who come into Winnfield appreciate we don't have to wade water ankle deep in shopping parking lots and have standing water for disease carrying mosquitoes to breed due to sales tax dollars spent on drainage. I'm sure most people are glad refuse is not piling up and rotting in parking lots creating health hazards for Winnfield shoppers where stray animals and vermin would lurk. I'm sure MOST shoppers appreciate having safe water to use in cooking at restaurants if we choose to eat there. I'm sure it is a benefit to all vehicle owners to have streets maintained so we don't have to constantly have our vehicle in the shop for realignment or blown out ties due to unmaintained streets.
If the Police Jury tax passes, all who buy or sell in the entire parish will pay. The jury is trying to take all for themselves and not leave any of the tax dollars for city residents to have their garbage picked up. You know that will mean even additional taxes and if it is a new city sales tax, all shoppers will pay both the jury tax and the city tax. We will have a tax INCREASE if the jury tax passes. It don't have to be that way. The jury tax should be defeated and a new proposals voted on that lets city and rural citizens share ( as they are now) the ONE sales tax. Better to have one tax than two! vor NO on the jury tax.

The Police Jury sales tax proposal to be voted on April 6, 2013 is to be used for rural garbage pick-up and roads. We don't need to give the Jury anymore for roads. See the audit for tax monies they are ALREADY getting for roads.
http://app1.lla.state.la.us/PublicReports.nsf... $FILE/0002B581.pdf
This tax should be defeated and a new proposal presented whee the town and rural area share this ONE tax as is now being done so all have garbage pick-up.
