Why do we need so much representation for. They don't represent tax payers anyway. We need smaller Police Juries, say at most 5 members, smaller school boards, council members, and so on. Think of the money a community could save with the retirement and health care costs of so many elected officials done away with, not to mention the salaries. Might not need so many taxes then-----hhmmm

Very good points you make. Retirement for public employees even now has a huge Unfunded Accrued Liability (UAL). Lawmakers are promising more and more to participants in the four separate retirement systems Louisiana has, yet state revenues are shrinking. That means an ever larger percentage of the taxes and revenues collected will go to UAL. The auditors are saying by July 1, 2015, 5% of all surplus money will go to retirements and by 2016 will increase to 10%; but that won't make a dent in the UAL. That means more tax money will have to go to funding retirements while education, roads, and vital services will be cut while taxes will go up. It has to end somewhere and it seems with our local government constantly adding ad valorem taxes to already overburdened taxpayers it will end wih government confiscating all we own.

The police jury is trying to pass a new tax. They are quietly putting it on an April ballot, by itself, hoping for a low turnout. TYPICAL, it cost taxpayers a lot of money for a election and to have just 1 item to vote on is not a way to save money. VOTE NO

Why do you use "we" instead of "I" in your anti-government rants? Are you part of a group that gets together then decides what to post anonymously? Do you have multiple personalities? Do you believe that it gives you more credibility with the forty people who view this site? Or is it that you somehow rationalize spending everyday attacking people and organizations by believing that there are many others who think just like you but don't post?

At one time governing bodies of Winn worked together for the betterment of all the citizens. The revenues from the passage of a parish wide sales tax was used to allow all citizens to have door to door garbage pickup. Before the passage of the tax that is about to expire, residents within the city paid a monthly garbage pick-up fee while the residents out side the city had bins to place their garbage in and were not charged any fee.
The City Council and the Police Jury agreed to help all citizens of the parish to have door to door pickup and no one would be charged a monthly fee. Our sales tax collections were shared by both the town council and the police jury.
Now that the old tax is expiring and a new tax is to be voted on, Mr. McFarland and the entire jury wants to take all the sales tax revenues for rural trash pickup and roads, leaving the residents of the city ( the majority of the parish population) without funds for garbage pick-up. Shame on McFarland and every juror!!! Vote NO on the sales tax in April.

Maybe I am crazy but if a person from rural winn parish buys groceries or other smaller items from a business I think we pay the 1 an 1/2 cent sales tax that the city has in place. i know I was shopping for a furniture item an tried to get Ivan Smith furniture not to charge me the city sales tax an they said they could not do that. I do not get anything from the city sales tax so why should I have to pay. Maybe we could make it a !/2 cent sales tax only on the people outside of the city. seems like that would probably pay for our garbage pickup an put some money on the roads. Also I think the police jury has to give each district the same amt of money that each of the others get. City district don't have nearly the mileage of roads that rural districts do. I am not a juror. just a person who is tired of all the taxes. Don't charge me a tax, I will take care of my own garbage thank you.

The sales tax proposal is a parish-wide tax. It applies to all citizens, Vote NO, NO.
Rural people DO get benefit from the parish wide tax by having their garbage picked up every week..the dumpsters have been replaced with door to door pick-up. Persons within the city also get door to door pick-up with the tax money that is being paid now. That is about to expire and McFarland and the jurors ( minus one that changed her mind after voting to have the tax on the ballot) want all the money from the sales tax to go to the parish, leaving the town taxpayers without any funds for their garbage pick-up. Yet, because there are more people in the city, they pay more of the tax. the jury is non-caring, greedy, unfair and should all be voted out. No new tax!!

I think you missed my point. what do the rural people get from the 1an1/2 cent city sales tax we pay on the items we buy in the city?

Vote today! Vote NO more taxes for anything! Insist our jury don't call special elections that cost big bucks in their quest for more, more, more of our hard earned dollars. It is a waste of our money for this special election April 6, 2013

McFarland stated, "I'm with councilman Miller, I don't know if an ADDITIONAL tax will pass at this time." But he wants ---not a 1% sales tax, but a 1-1/2 % tax on the ballot and wants it tied to GARBAGE! McFarland is quoted on page 1 of the Winn paper as saying, " We definitely need a half cent sales tax to cover roads; the only way I would agree to a half cent sales tax is if it was tied to the garbage , and the city could get a fair percentage of that money."
Don't hide behind a garbage tax , seek a road tax. Let the people decide.

McFarland complained that the 1-1/2% tax the city citizens voted for is paid by everyone who shops in Winnfield, but adds, "we don't get the same benefit out of it".
Well, well, if the road tax proposal (1-1/2% tied to garbage, or all of a 1% tax ) passes and is used for parish roads the town residents will be paying ( and probably more than rural residents because of their proximity to the stores) but , "won't get the same benefit out of it", even if the city gets his proposed 25% of a 1/2 % tax increase on the poor people of the parish.

McFarland is very critical of how the CITY spends tax money collected by the 1-12/% city sales tax saying he doesn't think we need that much to operate a landfill.( Is he privy to all the costs, city council discussions, etc?)
In addition, he says, " It's being presented to me in a manner that looks like there's about $4million dollars there." ( a fund ) Is he presuming to be the CITY/PARISH BOSS, advising, assuming the city doesn't operate as he would have it? Castete advised him the city is about to have to borrow $4Million to redo the electrical substations and part of the money in that account has to go toward that project. Guess what? Rural residents and city ones benefit from that as the city provides power to the court house as well as all business where all citizens of the parish who shop/ eat and buy supplies in Winnfield go.
