Any police juror that votes for such a crazy mess as this should not get our votes this Fall!

Ms McManus went so far as to say SHE had found people to serve on this "task force" should the Jury approve. To add more to what McManus said at the Jury meeting January 19, 2010:
1. SHE said The representatives would meet to discuss the need for an ANIMAL CONTROL DEPARTMENT in "our community".
2. Sheriff's deputy Joe Hines addressed the Jury and states he would like to see the Committee established.

Is this not getting closer to what sheriff Little said he wanted in his full page ad Oct. 7, 2009 when he said he wanted the sales tax to increase revenues to allow him to have an Animal Control Division and Shelter??? MOOOOMoooo. Does this not tell us what the Jury and non-elected McManus wants WILL COST TAXPAYERS? We are tired of INCREASED government cost. IT is time now to cut back-not add to expenses. MORE TO COME. Step by step, they are about to reach their hands i our pocket if we remain silent on this issue.

In the Winn paper 4/20/2011, it was reported the Police Jury voted to pay $10.00 to the city if the sheriff's office responds to a nuisance animal and takes it to the city.
I don't know what the jury has in mind , but we taxpayers are issued a warning by McFarland "We don't want the state coming in and telling us what to do. We would rather handle it ourselves and do it the way we want to." Why did he threaten us? The jury needs to stand up to outside government agencies that might try to unconstitutionally impose taxes or issue controls.

Tangipahoa citizens were issued a warning before their last tax election that the Federal judge would impose a tax if the tax was defeated. HE backed down from that , then said the school board could impose a tax on the people .

Mayor Audirsch threatened the city council and the citizens that if new higher fees weren't implemented for sewer/water an outside government agency would come in and raise our fees tremendously. See what our elected officials are doing to us now-threats! We better fork over more money, NOW!OR else! The elected officials need to challenge that and not cave in. Tangiapoha did and as of now, nothing a Fed. Judge said will stand. It is unconstitutional.

I take care of my aminals. the city can kiss my $%&* and the PJ can join them if they want to $&)*(^&**& with me and my aminals. I don't think any of us want nor need to pay $$$$$$ to an agency for what most of do anyway.

The police jury will not let the businesses outside the city limits have the same hours and holidays as the city for sellimg beer but they are willing to let the Arabs get beer where it has never been before in the parish. Just to hell with our local citizens and give it all to the outsiders. Go ahead Police Jury do your thing.

You are absolutely right! Most people take care of their animals. However, when Rae McManus came into Winn Parish from Texas just a few years back she was quoted in Winn paper Jan 13, 2010 , as
saying she was moved to action when she saw the large number of domestic animals wandering Winn Parish. I've driven Winn Parish roads for a lifetime and have not seen this.

I see stray/lost/abandoned dogs roaming all over Winnfield proper. The "dog catcher" here is a moron. We need animal control and protection and anyone willing to donate their time should get all the help they need. The "dog catcher" is a joke. Lots of tickets could be written to people who mistreat their animals but she just isn't bright enough or caring enough.

MS MAcMANUS THINKS OTHERWISE. In THE 2/25/09 WINN PAPER ,SHE SAYS THE CITY HAS AN ANIMAL CONTROL OFFICER WHO DOES A GOOD JOB. This is the person the JURY is listening to for directions of what the parish should do.

Now , by her actions, SHE seems dedicated to controlling people. SHE, not our elected officials, has , according to front page story in Winn Paper 4/20/11, brought to each Police Jury member a summary of ORDINANCES she gathered from OTHER PARISHES. SHE wants more laws for people control. Remember SHE founded the heart of Louisiana Humane Society and SHE obtained tax exempt status for HER organization which gives HER more money to ride around/make phone calls, contact other juries around the state gathering laws , summarizing them to present to the people we elected to take care of our parish and look out for us. How does our jury president respond to HER???

The Heart of Louisiana Humane Society at one time (Marc3, 2010) said "we have the ability to make our own policies, and we do, BASED ON THE UNIQUE NEEDS AND ISSUES IN WINN PARISH"
The question now is: Why THEN Did McMMANUS GATHER ORDINANCES FROM OTHER PARISHES? DIDN'T THEY SAY EARLIER THEY BASED POLICY ON UNIQUE NEEDS OF WINN?? WHAT DO YOU TAXPAYERS THINK IS GOING ON??

And that's probably not the end either. SHE definitely already has her foot in the door. McFarland has already agreed he and the Police Jury will look at the "summary " of ordinances SHE has collected. The citizens will need to look carefully how each jury member votes on any new ordinances concerning animals in this parish.
Way back in 2010, many citizens responded on TOPIX about what McManus was seeking to do by meeting with the Police Jury and the group she founded vehemently denied they were seeking tax money to provide animal control. McFarland , in 2010, said "Some of us are aware of the direction you (McManus) would like to go with the humane society, BUT there are also obligations of the parish and what we ar obligating ourselves to . When we BEGIN THIS , it is going to take FUNDING"
APPARENTLY McfARLAND INTENDS to go along with Mcmanus knowing it will cost the taxpayers. It's time to be cutting back, not adding new programs. food prices , gasoline prices, health costs, city water and sewer rates are going up and the Jury president wants to add more costly programs???

I have to agree that this is not an animal issue--it is a people problem. No cat or dog is responsible for freely roaming the streets and woods. They are there because the owners were not responsible and did not properly care for their pets. The only solution to controlling the animal population and/or the stray problem is to require owners to do so under penalty of law. If that is controlling people, so be it. Unfortunately, all of us suffer some restrictions every day because of irresponsible people.

As for the rest of McManus' bimbo plans and ideas, I hope the PJ will tell her where to properly insert them.

How is the owner of a stray dog roaming along the roadside to be found? How can fines be collected from unknown owners? How will more laws help? No matter how luxurious a shelter can be built, about 1/2 of all captured animals are eventually euthanized after costing no telling how much to feed, water, vaccinate, medically treat and pay people to maintain the facility. Any shelter and the cost related to it will just amount to responsible people and people who don't even own pets paying for irresponsible people.
No more new programs, no more additional cost to taxpayers. We're fed up with taxes NOW!

That will require more employees to roam the backroads of Winn Parish as undercover agents looking for a stray dog's once upon a time owner. The dog that is a stray has no owner though. But someone will be paid big bucks and good retirement to ride the roads. Meanwhile the law abiding citizens will be shelling out more tax dollars for this newly formed "task force". The jury and McFarland need to remember the voters are fed up with more programs that cost money. The jury needs to be more involved with road repair instead of finding a way to tax us more. Mr. McFarland has admitted any involvement of the jury will eventually cost money!

"grant" monies come from MY taxes and your taxes so it matters to me. I wind paying for it. as well as all of us with the "unexpected" cost and the tax increase that will eventually happen.

Is the future here, now? McManus has her foot in the door at the Police jury and back in 2009, it was reported in the Winn paper that SHE said 'A rabies licensing Program for the PARISH is being worked on FOR THE FUTURE.'
What can SHE have in mind? There are laws already in every state requiring rabies vaccinations. Louisiana requires a yearly vaccination.
McFarland has already , as reported in April 20, 2011, paper, that "We (jury) can all read these summary of ordinances from other parishes that McManus handed to McFarland and get back in a week or two; have legal council go through them. Then he said "We need to look at setting the FINES AND THE FEES for some of these things" .
Fines and fees= another form of taxation. Just like the city has increased fees without a vote of the people. Keep your eye on the jury and how each member votes on the non-elected humane society member (McManus) proposals.
