I have no patience with one who passes along, complains , and don't stop to do anything about it if it is so wrong.

When I saw that article, I was confused by the writer's motivation. As others have said, all states (it's particularly bad in the South, but all states to some degree) have a problem with strays.

As an animal lover and volunteer, I felt unfairly scolded by that letter and wondered what the letter writer wanted from me. Maybe she'll be moved to relocate down here and try to help.

The article the humane society put in the Winn Paper March 3, 2010 just cast more doubt on all they say.
Quote from article," Some read the resultant article in the newspaper and assumed that the HLHS was asking for tax monies to fund our programs or seeking to provide animal control for the parish"
(Referring to article after meeting with police jury)
Mr. Mc Farland , police jury president, said the actions the humane society was asking for would cost.
mrs. McManus in speaking to the Kiwanis club stated to them they (HLHS) also want to be an animal contrrol for our parish".

GIVE THE PEOPLE SERVICE FOR A FAIR SALLARY. TO MENY OF ELECTED OFFICALS ARE GETTING A VERY HI SALLARY.$ 60,000.00 FOR A MAYOR OF WINNFIELD ??? What about the other eleced officals and their staff. the are receving to high pay for the service the people receive.
vote no on taxes.

One member of the board is Rae McManus-a Heart of Louisiana Humane society member or founder. Remember one of her goals was to build an animal shelter. To meet state specs would have to be air-conditioned.
Our Police Jury president McFarland said the jury recently voted to pay $10.00 to the city if the sheriff's office responds to a nuisance animal. McFarland was quoted as saying, "I know the jury has a responsibility and an obligation and we want to fulfill that and we want to get something started". WATCH YOUR POCKETBOOKS !
Then we have a threat, by McFarland," We don't want the state coming in and telling us what to do. We would rather handle it ourselves and do it the way we want to."

Now it's 2013. Our tax dollars at work at the pound. An owner wasn't allowed to claim his pet. The Humane Society said it was their dog, according to a letter to the Editor in Winn paper 8/21/13

In the Winn paper 8/21/13, a writer sent a letter to the Editor telling that the dog he had raised from a pup had escaped from his pen, but was wearing a collar bought at a local leather shop.

The owner notified the pound leaving them his name, phone number, and the dog's name and told them the dog's name, "Odie" was on the collar.

The owner stopped by the pound and found "Odie". He had not been notified by the pound that his dog was there. The pound keeper said they has been calling the dog,"Scrappy" although his collar had the name,"Odie".

The pound keeper, according to the letter to the editor, would not let him take his dog home. She called a lady with the Humane Society who claimed the dog belonged to them and they were were going to have it neutered.

Checking with the Sec. of State's web site I find Heart of the Louisiana Humane Society is Not in good standing for failing to file report to state. Last report dated 6/7/12
