Barrington residents disappointed with retail growth

If Barrington's problem is anything like Winnetka's..then the retail downward spiral is partly due to the economy, but further made worse by landlords who have owned the commercial spaces for decades, don't upkeep their property, charge skyhigh rents and expect the merchants to fix plumbing, hvac, etc on their dime. We call these types of landlords, back East,...Slum landlords.
