"It was important for us to fill those vacancies and it's economically better because without them we have to pay more for overtime," said Siecienski.

Generally speaking, the cost of salaries and medical benefits are a greater expense than paying OT. And from what I have been told, there isn't that much OT anyway. Penny wise and pound foolish. Tessi giveths, Tessi takeths.
