According to the Texas State Library and Archives Commission, Texas negotiated the power to divide into four additional states at some point if it wanted to but not the right to secede.

Does anyone take Perry seriously? He is truly the court's fool. If we secede, I would like for us to join New Mexico. Well, that would not be really seceding, right? Maybe we can just join New Mexico.
