No matter what state you live in a 50 year pay off is incorrect. Pay off for PV systems in PA is between 20 to 25 years- WITHOUT the upcoming rebate factored in. This payoff period does not take into account ANY increase in electricity costs. Realistically PA citizens should really come to grips with the fact that their 2010 utility bills will be UGLY. The sky is the limit once the rate caps expire. Look at all of the states around us and see what they are paying for electricity-we pay a 1/3 of what some of our neighbors pay.

Dreamer. Most of what you propose would reduce only natural gas consumption.
