Sewer bill with no sewer service

Anyone else paying for sewer service with no connection to the city sewer system?I complained about this years ago and was told that according to an as of yet unseen"city ordinance" if the service was avaliable I have to pay,connected or not.Today I found out that a number of residents in my same stuation pay no sewer bill(service avaliable) and I'm starting to think that this is just another page in the "good buddy"system.It should be pretty easy to find out who pays and who does'nt.Class action lawsuit anyone?By their reasoning,I should be paying for cable even though I have directv!

Not sure any are exempt! Was your house built before sewer was available? Not sure a building permit will be issued if sewer tap is not to be made. Only one place I know of got by with this, 1st phase of Winchester Village is/was on septic, BJ slipped one in on the city!!!

My house was built about two years before sewer was available,so it probably did'nt make sense io jump onto sewer service at that time.I'm not really sure when it was added to the bill.My guess is when I bought it from the original owners twelve years ago.

I have septic and don't pay for sewer. I pay for water, electric and trash. If you pay for sewer and have septic, then complain. You should not be paying for service that you don't receive.

Are you in winchester?I've argued the "charge without service point" since I've lived here and all I've heard is that it's a city ordinance,which may well be,but if it's applied at their whim,then it's an invalid ordinance.I learned years ago to use only lawyers with no ties to franklin co and I'm sure that there are some who specialize in cases such as this,especially if it were to be presented as a class action suit.

Check out the Harvey's Garden facility. I have heard but not confirmed that this facility was allowed to install a septic system when built even though Winchester requires all new construction to be connected to the public sewer. Everyone should be treated equally.

It is Winchester City Ordinance #809 .. Winchester Utilities System recently went thru a computer system upgrade which makes data readily available to analyze now. We did not have that luxury prior to the upgrade in November. Want to thank Winchester Utility victim for bringing this issue to our attention. We will be looking at all customers inside the city limits that have sewer available and may not be getting charged for it. The ordinance does say that if sewer is available and customer is in the city limits, then there will be a charge for sewer. We are working to remedy this situation.

So has this situation been remedied?Is anyone not previously receiving a sewer bill now receiving one ?Now that we have computer billing is this information available to the public or will a subpoena be required?Will Bruce Spencer be as efficient as a tax assessor as he has been on the utility board?I'm really fed up with this situation!
