Hope DeSimone can survive the rest of the school year there and then get out of Dodge! What an unprofessional, and silly soap opera that place must be! Glad to hear folks stood up to the Little Hitler and questioned this fiasco!

You have posted some very strong opinions on both articles discussing this matter. I encourage you to think about the fact that there is much more to this story than is being reported. Think about the family members of the people being involved in this matter. Referring to someone as "Hitler" or a "Dictator" is an extremely strong accusation that offends much more people than those upset by a slanderous report in a small time newspaper.

More to the story? Then please enlighten the rest of us instead of hiding behind this personnel privacy nonsense. Apparently whatever alleged atrocities DeSimone committed, to be put on this mysterious leave, weren't so bad now that he is magically reinstated.

As a new parent to monty tech , I am disappointed that there was neveer one piece of information given to either students or parents. The students at monty tech did have a right to know, at the very least, that their new principal was on leave. Not one word was said. Also, this many weeks after the beginning of this issue, the school committee members still don't have any information ? This doesn't sound right to me. There needs to be someone in charge . There needs to be some accountablility. As a new parent, I am NOT impressed with the handling of this issue.

I am just happy that he has returned. People should be looking for the termination of the guy who took this to such a personal level. However, the principal seems like a classy guy who will rise above the bull.
Good for him for returning. NOW lets see the school committee exercise there power and demand answers and get rid of Culkeen.
Hang in there PRINCIPAL DeSimone. You have already risen above it by returning.
SHAME ON YOU Mr. Culkeen. You suspended a man for doing his job and if it had been any other kid, this would not have happened. But because of your situation, you made it personal. SHAME SHAME SHAME.
Good lesson to teach the kids? I think not.

As a new parent you should stay out of the gossip and comment on the type of education your child is recieving. If your not impressed you can transfer to your child to your local high school. Was this really something the kids needed to be involved in???

It’s not over yet! Yes it is a good thing that Monty got their principal back. However, there are still several open issues that the Monty Tech School Committee needs to act on quickly before this all dies down and is swept under the rug.
During the October 6th School Committee meeting, Paul Cormier, president of the teachers union, stated” Once a permanent principal is in place, Cormier implored the School Committee to ensure that the job is entirely "independent of the superintendent's," with "greater flexibility" than previous principals have been afforded, in accordance with Chapter 71, Section 59, of Massachusetts General Law.”
Did Mr. DeSimone return with that authority? I believe not! A recent internal organizational (modified August 2010) has been circulated among teachers and school committee members alike. This organizational structure has Maria Lysen one step below the Superintendent, and Mr. DeSimone reporting to her. In light of that document Mr. DeSimone then has not returned with the full authority his position demands. What sense does that make? How can the Principal of a school report to one of his subordinate? Under the current law;
MGL Chapter 71 section 59B states,“Principals employed under this section shall be responsible, consistent with district personnel policies and budgetary restrictions and subject to the approval of the superintendent, for hiring all teachers, athletic coaches, instructional or administrative aides, and other personnel assigned to the school, and for terminating all such personnel, subject to review and prior approval by the superintendent and subject to the provisions of this chapter.”
“The Education Reform Act transferred the authority to make most staffing and operational decisions to the school principal. Within each school, the principal now has the authority to hire, evaluate, and, if necessary, dismiss teachers and other staff. In addition, within the framework established by the school committee, principals are now authorized to make all purchasing and curriculum decisions.”
The School Committee also needs to act on the other issue this leave brought to light.
Kelly Culkeen’s letter noted that she was harassed by Mr. Culkeen while on school premises.“…said James Culkeen called her into his office on more than one occasion and allegedly threatened and yelled at her.”“The problems spanned last school year and this school year.”
Under MA general law Chapter 119 section 51A, school staff members are mandated reports. They are obligated to file a report with the state and child welfare services when they have reasonable cause to believe that a child is suffering physical or emotional injury. Monty’s administrators did not protect Kelly as mandated by law for fear of retribution from Mr. Culkeen. Regardless of their reason the law is explicit about reporting and there are penalties to be paid for their actions.
The School Committee needs to pursue this matter. Likewise they need to make it known to the proper agencies. They need to make sure this does not happen again. Don’t hide behind the fact that she’s 18. After all she was still a minor while attending the school last year.

An organizational chart with a PRINCIPAL reporting to an academic coordinator? And the SC received this chart over the summer and went along with it - no questions? This committee is totally lame and pathetic and should be dismantled. As many have said here before, this guy answers to NO ONE!

Wake up Monty Tech School Committee! You’re being set up and you don’t even realize it.

School Committee member’s you need to do your homework here, the Chair is pulling the wool over your eyes.

How can you expect to discuss Mr. DeSimone’s leave of absence during the November 10th meeting when it is once again NOT ON THE AGENDA!

This is the same thing that happened on the October 6th school committee meeting. The Open Meeting Law requires that the Chair list all the topics to be discussed.“The list of topics needs to be sufficiently specific to reasonably inform the public of the issues to be discussed at the meeting.”

Mr. DeSimone’s leave and the other recent matters do not appear on the school committee agenda. The agenda can be found on your town’s website!

And before anyone answers that they will be covered in Executive Session, the answer still is NO! For these matters to be discussed during Executive Session then they need to listed under that heading. They are not.

It’s not too late to demand the Chair make a change to the agenda for this meeting. While the agenda must be posted no later than 48 hours before the meeting, the Open Meeting Law does allow for emergency changes.

Get familiar with the law otherwise he will continue to use it against you!

You hit the nail on the head.
How exactly does the Academic Coordinator become the Director of Curriculum and Instruction and then acting Principal overnight?

I’m sure if someone starts digging you will find that Jim Culkeen vouched for her as a mentor or probably submitted a waiver on her behalf.

I’m sure the State Ethics Commission would have fun with this. Public employees are required to abide by the Conflict of Interest Law. I’m sure Mr Culkeen and Ms Lysen had to sign something acknowledging the law and that they had no conflict of interest. Given their personal relationship they violated the law. Clearly Ms. Lysen received unwarranted benefits and privilege.

This needs to be reported to the State Ethics Board for further investigation. Proof is as easy as reviewing their emails and phone records. After all emails and phone records including text messages are deemed a public record under MGL c 4 § 7. Just take a look at Monty’s Technology Acceptable use Policy.

With less than 10 hours to go before the much awaited Monty Tech School Committee meeting, I will sadly admit that I do not anticipate any new information will be revealed with regards to Mr. DeSimone’s leave of absence, the new organizational structure at the school and much less any discussion on the letter sent in by Kelly Culkeen.
The School Committee has failed their districts. Half of them are still in the dark on these matters and the other half are in bed with Jim Culkeen. Noticed how the Chair never called a special meeting to discuss these matters?
I think it’s time to hand this over to the Commissioner of Education.

What goes around...comes around. The Culkeen Family is something else. The oldest son was arrested for possession of marijuana upon graduating from college. The ex-wife was suspended from the Gardner School District for bullying children. And now the Superintendent shows his true colors!
