Capital improvements and expansions of service should be billed to the county by the cfpuc . the current sewer rate payers should not be burdened with the investment in county lands or infrastructure . If the county wants to assess a developer an impact fee for a new subdivision to recover it should. But improvements to county infrastructure increases the value of the county tax roles and the county should shoulder this investment and spread it to every stake holder in the county through taxes. Like wise when a property gets sewer and water service it's tax rate should go up because it should be reappraised . Homes with water and sewer service have always had a higher appraised value for resale.
Why should the CPU customers pay to improve the value of the county property. The county and the city dumped this on the current water and sewer customers.. I think they should be sending the county a bill for all improvements that were made to the system that severs their property. They are the owners and benefactors above the current system users.
