Casinos all have huge bookkeeping departments that track money coming in, and money going out. More importantly they keep good records.

Just what kind of records of wins and losses is a truck stop, greasy spoon or neighborhood bar going to keep? Who's going to audit all of these records across the state? Just how is anyone at the state level going to really know if they are due $100 million,$300 million or $500 million a year in total? And who supplies all of these machines? Who services these machines? How much "overhead" will these "suppliers" and "servicers" be skimming and who in the legislature (and their families and friends) will have an interest in these businesses? How the heck are some of these small businesses going to restrict access to these machines based on age? Are they going to lock them in a back room (they can hardly wait) and then card everyone before allowing them back?
