Where's the money going? I haven't seen any major changes to improve H-Burg as a result of this 3% tourism Tax we have been paying. Can anyone tell me where the money is going?

Sure. Go to the Tourism Commission and ask to see their books. Public record. Be sure to let us know AFTER you get the information.

Does anyone have any REAL news, cause I'm sure the Tourism Commission(Wolf in Sheeps clothing) has lots of "Canned" answers as to how "THEY" are spending/using that money. I was wondering if there were any informed individuals who had any working knowledge of the facts? I didn't want to re-invent the wheel. Who has the time to do an investigation into theses numbers and their results?

It's a one page open record request. It has about 12 lines to fill out. You can find it on the Internet.

Fill it out, mail it to the tourist commission. Enclose a check for the cost of copies. Wait for your response.

It is that easy.

It's even easier than attending meetings, which are open to the public.

You may also walk into the office and hand them the form. Of course it's difficult to research facts when you already have your mind made up.

The money gets sent to people like the Ragged Edge Theatre and other community wastes of time. If it is a true tourist attraction it should be able to generate enough revenue to support itself. If they want to truly spend it on tourism they should produce commercials that would run outside of our area to draw people in. Not to pay a bunch of piss poor actors and art tags so they can keep their lights on.

There are two types of tourist taxes. There are taxes that hotels and motels collect from those who rent rooms. The 3% that you speak of is a resturant tax. Actually is is a little bit more than 3%. A six percent sales tax goes to state government. That 6% is added to the bill and then the tourist commission charges 3% of the combined bill. The resturants must turn over the 3% to the tourist commission. They in turn keep half of it and turn the rest of the money into the city government. The city commissioners are supposed to spend that money on tourist type things. For the most part they use it to replace spending that they used to spend from other sources. The tourist commission uses their money for salaries, upkeep of their offices, and tourist advertisment. A check of the tourist commission publications will show that the bulk of the advertisement goes to Beaumont Inn and Shakertown.(Shakertown is outside of the city of Harrodsburg and collects no resturant tax) The chairman of the tourist commission runs Beaumont Inn and the CEO of the tourist commission once worked for Shakertown. I know of no business that can collect taxes from the public and use that money to help create business for their business. But in Harrodsburg, anything goes.

To be fair, Eddie Montgomery is also heavily promoted, as are the various festivals including The Beef Festival and the reboot of Pioneer Days.

I own a business in Harrodsburg, its not a restaurant but why is it fair for me that I have to promote my business and pay for my own advertising?

It is a sweet deal. You are right you have to use your money to promote your business. Shakertown and Beaumont Inn do not, and yes people connected to both businesses do make the decision on how to spend the resturant and hotel tax and they give it to themselves.

One has to wonder why, since the tourist commission was formed, one family has been it's president and that the position seems to go from father to son. I suppose it is because the elected county and city officals appoint the gentleman from Beaumont and don't consider any one else involved in the resturant or tourist business. Supposed you ran another resturant and you had to collect this tax and turn it in to the tourist commission. You have never been considered to be appointed to the commission. Would that be taxation without representation?

See, I knew eventually someone with first hand experience or knowledge would weight in with actual true facts. Going to the Commission would be a waste of time to get the truth. I was positive this tax money would be mis-used and somehow be funneled into the hands of the hoarders of this community. That's exactly why H-burg has hardly changed for the good of its citizens in the 50+ years I have lived here. They families who has always preyed on the citizens don't want real business's to compete for the money and deprive them of getting it all. We should have theaters, bowling alleys, real shopping centers,many more restaurants and modern convieniences that other town have. But that would mean brand name companies and other than the select few(commisioners,Mayors,and the prominent familys) would be able to make money and take from their coffers. These so called people who sit up and claim to have built this town, actually have been the reason it will never be anything to atract growth.

Just this. The Kentucky state legislature is attempting to make so called special districts more tranparent. Special districts are county agencies which may collect and spend the citizen's tax dollar. The boards which collect and spend are mostly appointed and therefore the public has no vote in how they spend the money. This site displays how many millions of tax dolars go through the 8 Mercer County special districts. Of interest is the fact that one special disctrict, the tourist commission which collects the resturant tax and spends half of it was out of compliance with the auditng registry at the time that the information was posted.

Let me get this streight. If you eat in a resturant in the city of Harrodsburg you are charged the six percent Kentucky Sales tax. That is added to your bill and you pay 3 percent of that to the tourist commission who keeps half of it and gives the rest to the city. The tourist commission also collects a tax from those who stay in hotels and motels in the city. Even though the tourist commission is not elected, they get to decide how their half is spent. Am I right so far?

Last but not least: members of the tourist commission are in the tourist business and they promote their own business with with tax money that they collect. Is that the way that it is?

I think it's crap - in this economy it's just what people need more taxes - but then again who can afford to eat out anymore, it's a luxury to eat out, i have to stick to beans and cornbread at home.

it is a shame. If you have a resturant in town you got to charge people a tax just to eat. That is the state 6 percent tax and the 3% to help out the tourist people. So what if you run MCDonald, one of the piza places or any other of the fast food places, what do you get for charging and collecting the money and turning it in to the tourist board? They print a lot of stuff that they hand out up at the big house on College street, and that they put in a bunch of places. You know who gets their picture and a lot of advertisement in those hand outs? It is not McDonalds or any other of the fast food places. It all goes to two places.
