Give me a break! So many balls were dropped here by the driver, authorities and now he won't be charged?!

I'm not a professional crime solver, but Ray Charles could see there is something definately not right here. A faqmily member leaves him behind at an accident scene, no police ever came to the accident scene, no police report, it took weeks to file a missing persons report, and now this person is not going to be charged?? I'm sure alot of evidence is gone, but come on this should not just be dismissed, a life is gone and someone loved this person, he was a son, an uncle, perhaps a father or brother. I am disappointed in monroe township.....
