every single person that worked for a county, or state agency that delt with the Hollands had absolutely no idea what they were doing. They all MUST be fired and never allowed to work with children ever again. Thenm every one of them should have a wrongful death lawsuit brought against them by the birth mother. They are all partly responsible for Ricky's death. And then they continued to place childern in this evil home when all this horror was going on. Don't they look at the existing children to see how they are doing in school and interview people.

The testimony of neighbors that they never saw this family playing outside would be enough for me to not place a child with the Hollands and take the ones that were there away.

H.E.L.L. no that is not to harsh for the negelect they showed Richy. To many agencies/people passed the blame on this little boy. I agree that they all should he held accountable for they lack of concern. If any parent was to negelect their child like these agencies did, they would be held accountable with possible jail time. Bio-mom, SUE them all and donate the monies to a center for negelected children.

I guess the only good thing about his sad story is that it's over. He's with the Angels now, and more happy than he'd have ever been with the Hollands. Rest in peace, sweet boy.

Having the job to determine whether the child is safe or not is probably very stressful.
And, maybe they didn't have a home for him to go to if they removed him from the Hollands. You have to be qualified to foster a child. They don't just pick some random family.
There are more orphaned children than there are open homes.
