Yes -- the number of people living below the government's poverty rate is now over 200,000 and a whole lot more live barely above it.
It's become a huge welfare city - you can go to some grocery stores and no one is using money or checks -- it's all food stamps and WIC. Only about 30% of the population bothers with private insurance -- the rest don't worry -- the suckers aka taxpayers will have to pay for them.
We had to move back, couldn't afford to live there anymore. With all the mojados coming over daily to work, we couldn't make a living..55 cents a square to lay tile,$120 to paint a three bedroom apartment two colors. Ridiculous!
As to the health care. If you're an illegal you can get free care at Thommason hospital, but of course if you're a property owner or legally employed that's not an option.
