The best way would be to get those bikes where they belong, in the play-ground. The pay no road taxes, require no license, and shouldn't be on the roads that were paid for by the motoring public with their gasoline taxes, their licensing fees, their driver's license fees and traffic fines. If these two wheelers can ride the streets, why can't tricycles, wagons, skate boarders, sleds, skiers, strollers, wheel chairs, lawn mowers, horses and anyone else that wants to? None of them pay taxes, let 'em all on. After all the busses don't pay either. They're all of the same ilk. We must be fair, we must spread it around, Obama says so.

You invariably go off the deep end eventually, old man, and it completely invalidates your arguments. And the gratuitous attempt to blame Obama for the actions of the GOP controlled legislature led by a Republican governor is ludicrous on face of it!
