Has anyone heard whats doing at city hall and with city police? I been hearing all kinds of rumors about embezzling and other stuff. Can you believe anything you hear or read on here?

Whitwell Police Chief, City Recorder Resign After City Audit

Two Whitwell city employees resigned this week due to a city audit that revealed money discrepancies.
Police Chief Ronnie Davis and City Recorder Robin Nipper no longer work for the city of Whitwell. We've seen one page of that audit that shows Nipper mishandled almost $18,000 dollars worth of checks. There are also questions surrounding Davis' use of his city credit card.

The state audit says there are "ten significant deficiencies." It goes on to say "the City Recorder advanced herself approximately $17,800 in payroll checks with no approval."

Nipper's approval should have come from Tucker, who says he can't discuss the audit until they get it back from the state. Nipper resigned Tuesday. Tucker says it's "probably" because of the audit, but wouldn't say anything else.

However former Police Chief Ronnie Davis is talking about the audit. Davis says the audit showed he didn't have all the receipts for purchases he made on his city credit card. Tucker asked Davis to resign on Wednesday, so he did. Davis says he's charged $7,200 dollars over seven years on that card. He says even though there's missing paperwork, he's paid back all the money he owes.
"I don't want rumors floating around out here that people are assuming I've stolen hundreds of thousands of dollars," Davis said. "I'm not hiding from any one. I'll answer anyone's questions."

But Davis couldn't answer questions at the city commission meeting Thursday night. Mayor Steve Hudson limited discussion to agenda items only. However, those agenda items had to do with money. The commission voted unanimously to only let two commissioners sign checks. Before the vote, Nipper and Former City Commission Doug Campbell had that authority.

The audit says check signing oversight was one of the problems with Nipper's pay advances. It says "there are no controls present to prevent the City Recorder from writing unauthorized checks."

"We'll find out next meeting I guess (about the audit)," said Commissioner Micah Atterton. "We'll have it brought forth and we'll see what happens."

The next meeting where the commission will discuss the audit is Thursday, January 6th. Former Chief Davis has already asked to be on the agenda to speak at the meeting.

Well I seen Ronnie Davis use that credit card in question to fill his wifes big ole suv up before. I don't think the City needs to pay for that. And another thing, I know for a fact that the fire department does fund raisers all the time and never sees that money. Have you been in that fire hall, the damn roof is caving in and they couldn't even use their own money that they raised to fix it. They also need new gear too but that's out of the question too. Ronnie is a crooked man and he needs to pay all that money back! And he wonders why he didn't get voted in for sheriff, and what he did to Jim Nunley was bull crap too. I mean I agree he isn't the best cop but still Ronnie shouldn't have done him that way!

Im sure when Chris Morrison was Mayor he signed alote of Robin Nipper advance checks and knows about it all...........So some one needs to check his story out too. Cause you know has much as me he aint making shit and the sports store........

At one time the City had money, the citizens had great police protection and dispatching services. The employees were taken care of then too. They had all of their family insurance paid, this was true even when our state and national economy was at its lowest point. AND THEN all of the SUDDEN all employees lost insurance, we lost, 3 police officer positions, and they cut out all of the dispatchers. Where did all the money go that funded this stuff in the past? Maybe a new house, maybe a new car, campaign signs, remodeling projects, a new camper? I sure hope that this audit finds out.

And you forgot to mention it went towards those police chargers that we did not need. We only have 4 cops, why do we need those chargers in a place like Whitwell. Our cops aren't going to chase anyone down anyway they are going to call county out to do it. I say sell those damn chargers that Ronnie loved to ride the roads in ,cause that's all he did, to pay back that money they took. Those Chargers never should have been bought for a place like Whitwell. I can see maybe buying one but hell we have what, 3? That is ridiculous. None of those should have been bought!

I would like to say for the record that I have never taken a penny from the city of whitwell. No one has every had to bring the auditors in to check behind me ,I always ask for their help ,Max and I have gave lots of time and money to the city of Whitwell ,but we have never been accused of taking any money. So WHO CARES WILDWOOD does not know me at all and i do have my name on here that is what everybody should have to do ,This is a great city that we live in we should stop fighting among ourselves and pull together like our neighboring cities have done and they are all moving up , People we to pull together to catch up with all of our neighbors. The City of Whitwell is is terrible finicial shape now ,all of those police cars and there is a big payroll at the city the town has not grown any and when Bob Raines was the chief we only had 3 officers and 2 cars now we have 1.5 cars per officer ,we should not have to buy any police cars for a long time ,I dont know if these poeple have mis-used city funds or not but i know for a FACT that i never mis-used any city funds , and all of that money the city has wasted on the new Libary at the old elementry scool was such a waste of money ,we had a good building that could have been brought up to standards for a lot less than they wasted on the new building, that is all i will say about that for now good luck to this commission i helped to get all of these people voted in,so i hope they will do the right thing ..DOWNSIZE CITY HALL !!!

Since your talking about the library let's talk about the fire hall. Its the worst fire hall I have ever seen, that building should be condemned. I was under the impression that the fire hall was going to be moved to the old middle school, what happened there. Let's also talk about that building out there by city hall that was built for a fire hall but never got used for it, that was a waste of money! Why didn't the library go there if it couldn't have been used for a fire department and the fire department move to the old school? Those fire fighters seem to be the only city employers (I say that loosely since they don't get paid) that don't take money from the city and they don't get anything they need. I seen them out there doing a road block to collect money and the gear they were wearing looked aweful. Most of it didn't even have the reflectors anymore. Its a shame you look at Crossroads, West Valley, and even Sequatchies frie departments and they are so nice with nice new gear then you see poor ole Whitwell with that crap that probably won't protect them when they need it the most. And if one of them fire fighters gets hurts or even worst on a scene the city will be out even more money when they have to pay insurance and everything to the family. Like I said, we don't need that many police cars if they aren't gonna do anything with them they should sell them and use some of that money to get our fire fighters protected.
