Unfortunately, the suggestion that students change their legal residence to their college dorm poses a financial problem for the colleges due to the fact that all colleges include in their respective budgets the higher OUT-0F-COUNTY/OUT-OF-STATE tuition fees paid by the out-of-county/out-of-state students.
Once the student changes her address to her college, her tuition becomes the lower in-county/in-state tuition fee.
College financial officers will have better insight into this than I.
