Sheriff: Woman Behind Murder-For-Hire Plot Found Dead
The woman believed to be behind a murder-for-hire plot is dead, according to the McCreary County Sheriff.
Investigators found Regina Stephens of Pine Knot dead in her home with a self-inflicted gunshot wound when they went to serve an arrest warrant for her on Friday, said Sheriff Gus Skinner.
One of the people involved in the crime, Timothy Prater, 30, was arrested Friday afternoon by Kentucky State Police. Prater told police during his interview that he was paid $1,500 to kill Debbie Taylor of Pine Knot.
According to the citation report, Prater and two other men approached Taylor at her home around 5:30 Thursday morning and identified themselves as FBI agents.
The men handcuffed her, assaulted her and used a stun gun, said Sheriff Skinner, who added that Taylor would have likely been killed had it not been for neighbors who responded to the commotion.
The men left the scene after neighbors refused to leave, investigators said.
Prater was booked into the Laurel County Detention Center and charged with impersonating a law enforcement officer, robbery 1st, unlawful imprisonment and criminal conspiracy to commit murder.
The other two men involved in the crime are still at large, Sheriff Skinner said.
Sheriff Skinner told LEX 18 this was not a random crime but a targeted attempt. He said Stephens and Prater knew each other from working at a Pulaski County restaurant.
The sheriff would not comment on a motive but said Stephens knew Taylor's husband.
Additional arrests are expected in the case, investigators said.

Remember about 10 years ago an employee of SKRECC was killed in his driveway with no one as a witness except for the perpetrator(s).

No, they should meet the same fate as the woman who allegedly hired them, and the husband should be checked out, too.

I haven't seen Debbie's photo, but Regina was very pretty. It's always a shame when someone takes life whether it's their own or the life of someone else.

MCCREARY COUNTY, Ky.(WKYT/WYMT)- It was early Thursday morning when Kentucky State Police got a call saying three men assaulted a woman in the Pine Knot community.
One of the Debbie Taylor’s neighbors decided to check on her that morning after noticing a strange car parked near her home on Richard Stephens Road.
The three men who allegedly assaulted Taylor tried to convince the neighbor that they were with the FBI.
But when they failed to show identification, the neighbor knew something was wrong.
When the neighbor refused to leave Taylor alone with the men, the three suspects took off.
But it wasn't long before police caught up with one of them.
Timothy Prater of Somerset was soon arrested and charged for a number of things, including criminal complicity to commit murder.
More arrests are expected to be made in the case.
Prater is also charged with first degree robbery, impersonating a police officer and unlawful imprisonment.
He says it was a murder plot gone wrong.
On Saturday, we told you about a man accused of receiving money to kill a McCreary County woman.
And on Sunday, Timothy Prater of Somerset told us from jail he only got involved to protect her and claims he tried to stop the assault.
Timothy prater now sits behind bars and faces charges for crimes he says he didn't commit.
“Everybody that knows my character knows that what I’m being accused of isn't possible. I made the wrong choices when I try to help and trust the wrong people and now I’m here,” Prater said.
On Thursday, police say Debbie Taylor of the Pine Knot community was robbed, tazed and handcuffed by prater and two other men, who were allegedly hired to kill her.
“A woman got severely hurt over it both emotionally and physically.”
But Prater says he was actually trying to help Taylor after learning that someone else wanted her dead.
“My intent was to protect her. The guys I thought could help actually had a different intent and now I’m in here because of it.”
Prater told police that Regina Stephens, who was later found dead in her home from a self-inflicted gunshot wound, paid Prater $1500 to kill Debbie Taylor.
“I thought if I was in the hot seat then no one else would have been considered to hurt her.”
Whether his intent was to hurt or help Taylor, Prater is still paying the price for the events that unfolded that day.
Police are still looking for the two other men who were involved in Thursday’s incident.
They believe both of them are from Somerset.

PINE KNOT, Ky.(WYMT)- Police say she was assaulted, robbed, tazed and handcuffed, but one of the men accused of plotting to kill a McCreary County woman says he was only trying to help.
Police say Timothy Prater admitted to them that he received money to to kill Debbie Taylor, but today he said he only got involved so that no one else would try to hurt her. He says what happened is unfortunate, but he claims he tried to stop it.
The McCreary County Sheriff says 30-year-old Timothy Prater of Somerset told police he received $1,500 to kill Debbie Taylor of Pine Knot. Prater is accused of first degree robbery, impersonating a police officer and unlawful imprisonment. He says he was only trying to help.
"It's in my character to help people, and when I try to help I ... I made the wrong ... choices when I tried to help. Put trust in the wrong people, and now I'm here," he said.
Police say Prater and two other men showed up at Taylor's home on Richard Stephens Road around 5:30 Thursday morning. Police say the trio identified themselves as FBI agents before beginning the assault. Prater insists he is innocent and was actually trying to protect Taylor when all of this happened.
"I thought as long as I was the one in the hot seat, no one else would then consider to hurt her."
Prater says he tried to fight off the two other men as they attacked Taylor. He says they did not get the message that they were there to guard Taylor, not hurt her.
"I was trying to figure out a way to keep her safe, and instead she got harmed because of me," he said.
Prater says he regrets everything that happened, and wishes he could undo the pain Taylor experienced.
In another twist to this case, Regina Stephens, the woman Prater said paid him to kill Debbie Taylor, was found dead in her home Friday from a self-inflicted gunshot wound. Police are still looking for the other two men believed to have been involved in the attack, and they expect more arrests to follow soon.

What about the one dumb-a$$ that was caught, the (PRATER) guy. Now he is saying that he was trying to save her life. YEA RIGHT!!! He should have called the police before it went that far. He is only sorry that they were caught by the neighbors. Thank God for this woman's neighbors, they saved her life. WE ALL NEED NEIGHBORS LIKE THEM. THEY ARE THE TRUE HEROS!!! There is no doubt that if they would have left with this woman she would have be found dead. People will do anything for a pill or a little money.
