"A member of the public questioned how the district can remain in the black and give raises when the number of patient visits and services has declined.
Jasper explained that Medicare and Medi-Cal, which represent 60 percent of payments for services at SHCHD, reimburse the district based on actual cost of services. To some degree, costs go up when use goes down, which helps to make up the difference."
Less patients = more money? In a year the newsflash will be "The administration ran, and the hospital is filing for bankruptcy" .

The new Patient Financial Services manager will fix that. More money from less patients.
