this isn't the first time whitehall screwed up their streets. Cementon roads were a mess for months while the public works crew slowly completed a job that a real paving company would have finised in a week.
add up the cost of the labor for Whitehall workers dragging out a project and then see if it really is a savings to not have the job done by professionals
2nd street in Cementon going towards Coplay was a disaster which Whitehall caused due to their lack of knowledge of rebar. then the road had to be repaired the following year by a real crew.

I guess they failed to mention that most asphalt producing companies in July put a hold on all State funded asphalt due to the jump in liquid aspahalt from from $640 a ton to ~$840 a ton overnight. The budgets for these projects just can not adjust to 75% increase in price. Asphalt it self jumped from around $62 a ton to around $80 a ton. Most of these budgets that townships get is from the state funded liquid fuels.

The "crews" attempted to pave this Monday just as the heavans opened up... so here they are Tuesday morning and they are Actually placing asphalt... lets see if they can finish in another week... place your bets!!!
