Dr. Joanne Baker, a White Plains dentist and Scarsdale resident, was arraigned yesterday on charges of grand larceny, insurance fraud, scheme to defraud, and more - all stemming from a two-year scam in which she allegedly created phoney medical records and billed MetLife for $13,000 of dental work she never performed.
