Why doesn't White Heath have a leash law? While there are a number of White Heath residents that are responsible pet owners that fence in, chain, or leash our dogs there are still many that do not. It is one thing to have a dog randomly break his chain and run at large while his owner frantically chases him/her down, but it is something altogether different when some pet owners just open their door to allow their dog(s) to run at large. I've seen it happen in various places around White Heath.
A grade school exists right across the street from the White Heath Country View apartments, and yet there are several tenants that open the door to their building and rather than leashing their dog(s) they just let their dog run free, relying only on controlling their dog(s) with their voice. And the owner of these apts. does absolutely NOTHING to prevent it or stop it.
My concerns are: Responsible pet owners who leash walk their dog(s) cannot truely do so comfortably or safely. Noone can predict the outcome of leashed dogs meeting up face to face with an unleashed dog. CHILDREN...is there even any guarantee that children are safe to play within the vacinity of unleashed dogs? Noone can be 100% sure, and any less than that should be unacceptable! What about people out walking, and bicycling?
WHY DOESN'T WHITE HEATH HAVE AND ENFORCE A LEASH LAW?
