Why does NYC receive such a small portion of "Homeland Security" (first responder and other) monies, and other places so much. We know the terrorists will never attack Providence, Boulder, Paducah or Bismark.

Des Moines, Flint, and Santa Barbara will never have to worry about attacks like this.
