Chimney Fires, should be billed to homeowner

There have been an increase in chimney fires. As the fire department is called to handle this situation, does that homeowner get billed for the gas and use of taxpayers money for something that could have been avoided with proper maintenance?
Due to the economy there is an increase in wood burning. Many people don't understand it wastes more heat in a standard household fireplace than it creates so in affect it costs more to burn than not to burn. If you are going to burn and pollute the air anyway , then you should be responsible for costsfor your actions if there is a fire due to your negligence in keeping chimneys safe and soot/creosote free.
Just like the fines with the alarms. Human error and chargable.
