The individuals being released are not Al Qaeda but Taliban and the only reason they're attacking our troops is because they consider us to be invaders in their country. Contrary to your thinking the presence of our troops in Afghanistan has been used as an effective terrorist recruiting tool.
If there is any plotting by Al Qaeda to stage another 9/11 our troop presence will not stop it since they're ensconced in other areas like Yemen, Nigeria and North Africa. Al-Qaida in Iraq is also a problem but one caused by Bush's ill advised invasion of that country.
Because they've been so dispersed it's unlikely that another attack on the scale of the 9/11 attacks can be replicated.

CRA only applied to banks chartered under the FDIC and loans made under it were subject to strict scrutiny. The toxic loans that infected the whole system were made by unregulated mortgage brokers like Countrywide and Indy Mac which had nothing at all with the CRA. CRA loans also carried lower rates than other subprime loans and were less likely to end up securitized into the mortgage-backed securities that have caused so many losses.
Fannie and Freddie had little if anything to do with the crash. Overall, loans originated for private-label securitization have defaulted at about six times the rate of Fannie and Freddie loans. There was also a parallel bubble and crash in commercial real estate which Fannie and Freddie weren't involved with.
You keep willfully ignoring the fact that when the housing bubble was expanding beyond viability it was the GOP that controlled both houses of Congress and the White House. By the time Democrats took charge it was too late and the house of cards was falling in on itself.

So-called "community groups" like ACORN benefit themselves from the CRA through a process that sounds like legalized extortion. The CRA is enforced by four federal government bureaucracies: the Fed, the Comptroller of the Currency, the Office of Thrift Supervision, and the Federal Deposit Insurance Corporation. The law is set up so that any bank merger, branch expansion, or new branch creation can be postponed or prohibited by any of these four bureaucracies if a CRA "protest" is issued by a "community group." This can cost banks great sums of money, and the "community groups" understand this perfectly well. It is their leverage. They use this leverage to get the banks to give them millions of dollars as well as promising to make a certain amount of bad loans in their communities.

The Community Reinvestment Act, passed in 1977, requires banks to lend in the low-income neighborhoods where they take deposits. Just the idea that a lending crisis created from 2004 to 2007 was caused by a 1977 law is silly. But it’s even more ridiculous when you consider that most subprime loans were made by firms that aren’t subject to the CRA. University of Michigan law professor Michael Barr testified back in February before the House Committee on Financial Services that 50% of subprime loans were made by mortgage service companies not subject comprehensive federal supervision and another 30% were made by affiliates of banks or thrifts which are not subject to routine supervision or examinations. As former Fed Governor Ned Gramlich said in an August, 2007, speech shortly before he passed away:“In the subprime market where we badly need supervision, a majority of loans are made with very little supervision. It is like a city with a murder law, but no cops on the beat.”
Not surprisingly given the higher degree of supervision, loans made under the CRA program were made in a more responsible way than other subprime loans. CRA loans carried lower rates than other subprime loans and were less likely to end up securitized into the mortgage-backed securities that have caused so many losses, according to a recent study by the law firm Traiger & Hinckley.
