The Liberal's did it is called Obamacare and the Individual Mandate is tax which means under the Liberals 1960 SCOTUS ruling in Flemming Vs Nestor that since Social Security is based on a tax, US citizens and Individuals have no Constitutional Rights To Social Security which means their is no Rights to Healthcare either because of the Individual Mandate being considered a tax under Obamacare.

Icahn's formula works, this year alone the value of his company's stock has grown by 150%.
