We're talking about 20,000 people just from New York alone since 2009. Even if states rights determined the outcome, there weren't enough blacks left in the south for the Democrats to oppress anymore. And they would have been left high and dry when the rest of them fled to the other states who passed the Civil Rights Act.

States rights would have dictated the end of Democrat oppression in the south without the federal government being involved. Trust me.
