Republicans Miss the Point on 'Fiscal Cliff' Debate

In this environment, the president has proposed a policy that addresses a perceived level of unfairness in the nation's economic arrangements. Whether it's the best approach doesn't even matter because Republicans in Washington haven't even tried to address the fairness issue. They keep arguing about economic theories.

As a result, 52 percent of voters now prefer a candidate who promises to raise taxes on the wealthy, while just 34 percent favor a candidate who opposes all tax hikes.

This highlights a larger problem faced by the Republican establishment. While most voters see Democrats as the party of big government, Republicans spend more time talking about government. They complain that it's too big, imposes too many regulations and has unsustainable deficits.

Under Obama, Democrats talk less about government and more about how their policies will affect life in America. It's the end result that a pragmatic nation cares about, not the policies.

For Republicans to succeed, they need to recognize that most voters don't care about limited government. But voters care deeply about the type of society a limited government makes possible.

Applying that logic to the current debate over the fiscal cliff, Republicans in Washington need to recognize that few voters believe this is a serious debate about deficit reduction. The president has made it instead a debate about fairness, and they need to respond on that level.

The Game to Play Is Compromise Solution

Talking to plugged-in Republicans over the weekend, I got a couple overarching impressions. The first is a real, and not merely theatrical, pessimism that lawmakers in Washington are going to be spending Christmas with each other, and that we very well may go over the “fiscal cliff.” Republicans see in these negotiations an asymmetry of incentives. It’s not simply that President Obama has more leverage than House Republicans, or that he “holds all the cards,” or that he’s willing to go over the cliff. It’s that Obama wants to go over the cliff. He gets what he’s after with no resistance: more revenue, cuts to defense, and entitlements untouched.

Does he want millions of taxpayers to get hit with the Alternative Minimum Tax? Rates to go up on the middle- and working-class? Worse still, another recession? Of course not. But, as Bill Kristol writes, Obama knows that,

Republicans will fold with lightning speed after we go over the tax cliff on January 1.… If we go over the cliff, there won’t be damage to Obama’s chances of second-term success. Quite the contrary. What Republicans will have done is to make Democrats the party of tax cuts and Obama a president fighting for economic growth. As I say, it won’t happen. Most Republicans will go along soon after January 1 with what will now be the Democrats’ tax cutting agenda.

The Journal’s Tax Advice

The Wall Street Journal editors are unhappy about the present correlation of political forces. Who isn't? They're also, I gather, unhappy about "Beltway sages" who, facing the fact that the Bush tax cuts expire at the end of this year, have suggested Republicans accept a modest increase in tax rates for the wealthy while leading the charge to keep taxes from rising for 98 percent of the American people.

It would be great if the Journal editors had a better idea of what Republicans could do. They don't.
