Surely you know that some cash businesses pay their employees in cash, "off the books", with no Social Security or tax withholding.

501 C-3 (tug at heart) charities are exempt but must keep track of sales and in kinds to submit with a W-9. Same goes for 501 C-6, Chambers, Rotaries etc.
